India's foreign policy has always regarded the concept of neighborhood as one of widening concentric circles, around a central axis of historical and cultural commonalities.

The guiding principles of India's Foreign Policy have been founded on Panchsheel, pragmatism and pursuit of national interest. In a period of rapid and continuing change, foreign policy must be capable of responding optimally to new challenges and opportunities. It has to be an integral part of the larger effort of building the nation's capabilities through economic development, strengthening social fabric and well-being of the people and protecting India's sovereignty and territorial integrity. India's foreign policy is a forward-looking engagement with the rest of the world, based on a rigorous, realistic and contemporary assessment of the bilateral, regional and global geo-political and economic milieu.

As many as 20 million people of Indian origin live and work abroad and constitute an important link with the mother country. An important role of India's foreign policy has been to ensure their welfare and well being within the framework of the laws of the country where they live.

Strategic partners

India's growing economy, strategic location, friendly foreign policy and large and vibrant diaspora has won it more allies. India has friendly relations with several countries in the developing world. Though India is not a part of any major military alliance, it has close strategic and military relationship with most of the major powers.

Countries considered India's closest include:

Russian Federation, Israel, France, Nepal & Bhutan.

Russia is the largest supplier of military equipment to India, followed by Israel and France.

India enjoys strong military relations with several other countries, including the United Kingdom, United States, Japan & Italy.

In addition, India operates an airbase in Tajikistan and signed a landmark defense accord with Qatar.

India has also forged relationships with developing countries, especially South Africa, Brazil & Mexico. These countries often represent the interests of the developing countries through economic forums such as the G8+5, IBSA and WTO.

India's "Look East" Policy has helped it develop greater economic and strategic partnership with Southeast Asian countries. India also enjoys friendly relations with the Persian Gulf countries and most members of the African Union.

They are served through the sharing from a third country which has diplomatic relation with both India and African & Latin American countries. Like after 1961 Goa liberation and severing of diplomatic ties with Portugal, it was Brazil which was used as a third country for negotiations.
