Indian Defense Minister Manohar Parrikar rules out Army deployment in anti-Naxal operations

400 police stations to be built in naxal-affected states - The Economic Times

NEW DELHI: To strengthen the security situation in 10 naxal-affected states, the Centre has given approval for setting up of 400 police stations and posts there, an RTI query has found.

According to information received from the Left Wing Extremism Division of Union Home Ministry, the government is building 400 fortified police stations in the 10 states, each of which will be allocated Rs 2 crore each.

The 10 states identified under the plan are Andhra Pradesh, Telangana, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha, Uttar Pradesh and West Bengal.

The Centre would bear 80 per cent of the cost of construction, while the state, the remaining 20 per cent.

In 2012-13, Rs 150 cr were allocated to these states, Rs 119.65 cr in 2013-14 and Rs 99 cr in the year 2014-15.

Chintagufa: Describing Naxals as obstacle to development, Union Home Minister Rajnath Singh on Sunday said violence is not the way to express grievances and the Centre was ready for "any tough stand" to ensure peace.


Singh, who is the first Union Home Minister to visit this CRPF camp located in the dense forests of Bastar, assured the security forces full support of the central government in their endeavour.

"You are fighting for the country and you will win. We are all solidly behind you," he said addressing jawans of the paramilitary force here.

This inaccessible part of Chhattisgarh's Sukma district is considered to be the den of the CPI(Maoists) and security forces have lost at least 200 personnel in the last five years due to the violence perpetrated by the rebels.

Inaugurating a "fortified" police station at Dornapal in the same district, the Home Minister said there is no place for bloodshed in a democracy and asked the Maoists to shun violence.

"It is quite natural for someone to have grievances in a democracy. But there are many ways to express the grievances. Violence is not the way, nor it is acceptable," Singh said.

The Home Minister said the Narendra Modi government's sole motto is development and it is ready to overcome all difficulties to achieve this goal.

"There should be peace and development. We are ready to take any tough stand for bringing peace and development," he said.

Earlier, addressing a public rally at Sukma, Singh said that the youth of the state is capable to compete with anyone and they should be given a chance.

"I want to appeal to the people of Sukma to facilitate their sons and daughters to join the mainstream. They can easily challenge those who are from metros like Mumbai, Kolkata or Bangalore. There are no dearths of talents. They just need the opportunities," he said.

During the tour, the Home Minister visited a vocational training centre, a public service centre and a special school for children.

He hailed the Raman Singh government for taking all round development initiatives in Sukma district, which is considered one of the most backward districts of the country.

Tribals flee home to escape torture - The Hindu

Tortured and harassed by Maoists, around 60 tribal families from the cut off area of Balimela reservoir in Odisha’s Malkangiri district, have left their homes.
Members of these families approached the administration and Malkangiri Superintendent of Police (SP) on Wednesday seeking security and proper rehabilitation.

These tribal families are from Andrapalli and Panasaput villages under Andrapalli panchayat of Chitrakonda block. Speaking to The Hindu , Malkangiri SP Mitrabhanu Mohapatra said the families had stated they had left their village and were staying with their relatives for the last one month.

According to these villagers, they were being targeted by Maoists for the past few months. They alleged that for no reason Maoists had termed them police informers and their houses had been burnt or ransacked. Some of them were tortured by the Maoists.

They complained that two villagers of their area had been murdered by Maoists in the recent past. But Malkangiri district police headquarter confirmed only one murder. The deceased was identified as Dasa Maandi of Jantri village of Andrapalli panchayat.

In the meantime, the police have registered three cases in relation to terrorisation of tribal families by Maoists including one related to the murder of Maandi.

The SP has taken up the matter with the administration so that some vocational training could be provided to these families under different government schemes to support their livelihood and rehabilitation.

Mr Mohapatra said the exodus of these families was part of terror tactics of frustrated Maoists, who were losing base in the cut off area of Balimela reservoir due to increased area domination of security forces.

The construction of Gurupriya bridge has also started which would provide proper road connectivity to 151 remote villages of this cut off area of Balimela reservoir. Frustrated by the dwindling support base, the Maoists have started using violence to terrorise innocent tribal families, said the SP.

On the other hand, Maoists also came up with a statement that these families from the cut off area had not been terrorised by them, and alleged that the police had tactfully taken away these families from their villages.

This was denied by the police.

Raipur: Ruling out the possibility of deploying Army in anti-Naxal operations, Defence Minister Manohar Parrkar on Wednesday said if demanded, armed forces would extend "logistical support" and "provide training" to police in tackling the menace.

"Foreigners are not involved in it (naxal movement). We use army where outside forces are involved. We use army against terrorists in Kashmir," Parrikar told reporters in response to a query on whether army would be roped against growing naxalism in Chhattisgarh.

The minister, however, added, "We can provide training and logistical support (to the paramilitary and local police) if demanded."

When you are scared to shit, you give such kind of lame excuses. Are North East people not citizen of India, then why the hell is Army deployed their.

And to all the keyboard warriors here, who says Army can resolve naxal problem in 2 dats. I have one message, only if Indian Army was so efficient, insurgency problem in Kashmir and North East would have been resolved now, where these story makers have been deployed for several decades.

Indian army is deployed near the International border.

After the attack the militant left for probably Thantapin village which is right on the porous Indo-Myanmar border and near to Tamu in Myanmar where the KYKL has a base camp,” said a senior Manipur Police official on condition of anonymity.

On the 4th of June, 20 well trained soldier of the Great Indian Army got killed by some 20/25 ill trained insurgents, RIP brave men. It is not proper time to pick fault but the ego ridden uneducated officer and men need some reality check desperately.

Whenever any such incident took place in Maoist heartland, CAPF faced the music & ex army men flooded TV screens blabbering about the failure of CAPF, lack of commmd, poor tactics, unprofessionalness blah blah blah. General people or even those who are wearing uniform but know nothing about insurgency or guerrilla warfare blindly follow their words.

Fighting against guerrillas is the most difficult gruesome experience for a force. The guerrillas called them "son of soil" logically as they know nook and corner of the battle field and more familiar with it then the troops coming from else.

Every Army of the world who fought against guerrillas faced the music and experienced very little success. Experiences of the US in Vietnam and Russia in Afganistan was an eye opener for the mighty forces.

And now the great Indian Army. As it is well known that every nation feel proud on its army and have immense faith in it. It is required and I have no problem in it. But the problem started when the Personnel (serving or retired) of the same army become egoistic and used derogatory words for other uniform services throwing their expertise on matters on which they are not an expert.

To know how efficient and successful Indian army is against insurgency and guerrilla warfare you have to know the history of insurgency in India. India faced 4 major insurgencies till date : insurgency in Punjab , Insugency in Kashmir , insurgency of NE States and LWE. The Indian army faught againt all except LWE. If you observe closely, it comes in open that Indian Army fails miserably in its fight experiencing little success and even making it worse (Blue star is one of the worst military operations in the world history) . Kashmir is still far away from under control, Northeast was peacefull for some time thanks to cease fire, what happen in Kargil is a well known fact to all who know reality and the Jafana university incident where whole platoon of Indian Army was masscared by LTTE was one of the biggest blunder of any Peace Keeping Force.

On the other hand, it is Police and CAPF who fought and wipe out insurgency comletetly in Punjab and almost in Andhra Pradesh. Operation Black Thunder is a classic example when the command was with KPS Gill and under his command the operation obtained desire results. Greyhounds and CAPF reduce Naxalism to almost zero in Andhra Pradesh.

India has asked to take action against them inside Myanmar as those insurgents are entering from Myanmar and even getting foreign help. India has forwarded the satellite images of the camps from where these insurgents are operating.
 
12 Maoists killed in police encounter in Jharkhand | Zee News
Medininagar, Jharkhand: Twelve Maoists were on Tuesday gunned down in an encounter with the police in Palamau district in Jharkhand.

"The encounter took place in Bakoria village, about 140 km from Ranchi in the wee hours. All the bodies have been recovered," Superintendent of Police Mayur Patel said.

Additional Director General of Police (Operation) S N Pradhan told PTI that the encounter took place around 1 am.

Getting intelligence inputs that the Maoists were moving in the district, the CoBRA battalion and the district police rushed to the spot.

On seeing the personnel, the Maoists got down from the vehicle and started firing on them, Pradhan said.

In the retaliatory action, 12 rebels were gunned down, he added.

The Maoists were moving in two vehicles. While one vehicle sped away, the naxalites from the other vehicle got down and opened fire on the police, Pradhan said.

It was the dasta (firing squad) of CPI (Maoist) 'zonal commander' RK alias doctor, the police officer said.

Eight weapons were recovered from the spot.

This is the first major incident in Jharkhand after Maoists had ambushed a police vehicle in Dumka on April 20 last year when the police party were returning after completion of the third phase of Lok Sabha elections.

Eight persons, including six policemen, were killed by the Maoists in that incident.

WTF? It was an intelligence failure not BS C2 failure. IA is one of the most professional forces around. In Kashmir militancy has been reduced to sporadic violence. In Northeast until flareup IA has pacified situation greatly. Know facts speak later.

Anti National, Anti Development Commie sympathizers like you and those stupid "activists" like Medha Patkar and Arundhati Roy who said "Naxals are Gandhians-with-guns" should be thrown to jail and the keys thrown away. I was not a supporter of the UPA govt but I admired and fully agreed with Man Mohan Singh and P. Chidambaram when they declared naxals to be the biggest internal security threat to the country.

Yes, they are security threat and there is a need to modernise Police force and paramilitary and even there should be development projects in those regions like schools, hospitals and employment etc.
