In a major haul of Maoists’ weaponry, three improvised rocket launchers and two detonators have been seized from a dense forest in Chhattisgarh’s Rajnandgaon district, police said today.

The rocket launchers were recovered yesterday by a joint team of Indo-Tibetan Border Police (ITBP) and district police from the forest under Madanwada police station limits, Rajnandgaon Superintendent of Police P Sundarraj said.

On receiving specific inputs that improvised rocket launchers and directional mines were hidden between Dorede and Birjupara village forests, the joint squad of security personnel launched an operation in the region, located around 200 kms from the state capital, he said.

While cordoning off the area, three improvised rocket launchers, two detonators and flexible wires hidden underground were recovered, the SP said.

According to a senior police official involved in anti-Naxal operations, in 2005, rockets and launchers were recovered from Dhoudai police station limits of the insurgency-hit Narayanpur district.

Now, after a long time such launchers have been again recovered in the region, the official said on condition of anonymity.

“It is suspected that Naxals have now developed very powerful rockets that can cause major damage, but still they need to get equipped with good quality launchers,” he said.

Chhattisgarh CM demands Rs 3,000 cr package to develop Naxal-hit areas | Zee News

Raipur: Chhattisgarh Chief Minister Raman Singh has demanded a special package of Rs 3,000 crore from the Centre via NITI Aayog for overall development of Naxal-affected Bastar division comprising seven districts.


Singh met Union Finance Minister Arun Jaitley yesterday in Delhi and made a demand in this regard, an official statement said here today.

While interacting with the Union Minister, the CM said that the special package would strengthen the efforts of the state government to ensure employment and development in the area and pave way for peace and development of Bastar region, according to the release.

Singh also raised the issue of permission of import clearance of unshredded scrap at inland container depot in Raipur.

He said that due to non-clearance of import, entrepreneurs have to go to Nagpur and Visakhapatnam, resulting in wastage of money and time and it also affects export from the state.

He also demanded a 24-hour Doordarshan channel in Chhattisgarh, citing that it would benefit people living in remote areas of the state.

Principal Secretary to CM, Aman Kumar Singh and Chhattisgarh Resident Commissioner in Delhi B V Uma Devi were present during the meeting.

Arunachal Cabinet nod for training to security forces | Zee News


Itanagar: Arunachal Pradesh cabinet has approved uniform training for IRB, Arunachal Pradesh Armed Police and civil police trainees, Arunachal Pradesh Home and Power Minister Tanga Byaling said on Friday.


Admitting that the forces were inadequately trained due to the attitudinal problems of the personnel, he said action have been taken against those who did not comply.

"Many (security personnel) have been suspended or their services terminated. The procedural changes would bring the desired result,? Byaling said in response to questions in a television programme here.

He said recruitment would be made for vacant posts in the police following repeated problems along the Assam foothill areas, insurgency-related incidents at Tirap, Changlang and Longding.

State's law and order situation, especially kidnapping and extortions particularly in the capital Complex, has been brought under control since I took over the charge, Byaling claimed and sought "whole hearted" cooperation of the people.

The minister said Armed Forces (Special Powers) Act was extended to all border districts of the state because of some communication gap between the state government and the Centre but was withdrawn later.

Claiming visible improvement in power sector, Byaling said mandatory energy audit had improved Arunachal's revenue collection.

He said installation of pre-paid electricity meters was being resisted in the state due to lack of awareness among the people. "There is no opposition to these meters in Nagaland, Meghalaya, Mizoram, Manipur and Assam.

The meters would discipline consumers, prevent wastage as Itanagar has been saving 2 MW and had ended load shedding, which is a nagging problem in Naharlagun now, he added.

515 RPSF recruits pass out from BSF training Centre in Jammu and Kashmir - The Economic Times

JAMMU: After successfully completing 26 weeks of basic training, 515 recruits of Railway Protection Special Force (RPSF) passed out of the BSF training centre in Jammu and Kashmir's Udhampur district today.

A total 515 jawans took oath to serve the nation after the attestation-cum-passing-out parade ceremony at the subsidiary training centre (STC) of the Border Security Force.

Union Minister Jitendra Singh, the chief guest at the function, in his address emphasised on the importance of hard work, dedication to duty and high degree of integrity while discharging the duties for protection of Railway and other tasks assigned to the pass-outs.

Singh, the Minister of State in the Prime Minister's Office, also congratulated the recruits for successfully completing their training and becoming full members of the RPSF family.

The oath to the jawans was solemnised by DIG J C Singla in the presence of Singh, JK minister of state for finance Pawan Kumar Gupta and DG RPF Rajiv Ranjan Verma.

After the oath-taking ceremony, meritorious candidates Satindra Kumar, Sonu Gupta, Rinku were awarded medals for their performance during the training by Singh.

The MoS PMO also took the salute and congratulated the DIG, the training staff as well as the recruits for putting up a commendable performance in the parade,which was commanded by constable Satindra Kumar.

The attestation-cum-POP was the culmination of 26 weeks of rigorous basic training to the recruits at the the STC, which according to the institute has equipped them for performing duties for protection of railway.

The Udhampur-based STC, considered one of the best training institutes in the area and mandated to train BSF recruits for border duties, was given the additional responsibility to train its 515 recruit by the RPSF visualising its excellent training infrastructure and team of trainers.
 
State may recruit 7,000 police personnel - The Hindu

Chief Minister N. Chandrababu Naidu is believed to have directed the department to assess the vacancies in different units after the final allocation.

Andhra Pradesh State Government is likely to recruit 7,000 odd police personnel at different levels to fill thousands of vacancies in various categories.

According to official sources, of the 14,000 vacancies in all categories, right from constables, sub-inspectors and DSPs, the Finance Department has given clearance to fill 50 per cent of posts.

However, Chief Minister N. Chandrababu Naidu is believed to have directed the department to assess the vacancies in different units after the final allocation of posts between Telangana and Andhra Pradesh under various categories.

There is a notion that instead of recruitment on a piece meal basis, the department should be allowed to fill most of the vacant posts, sources said.

“The department will be sending the revised proposals for the concurrence of Finance Department and if the government clears the proposal and issues the order, the Police Recruitment Board will issue the notification soon,” official sources said adding they were expecting the GO any time.

Admitting that there was severe shortage of police personnel and need to strengthen the police force as no recruitment could take place since 2013 due to various factors, sources said the final number of vacancies to be notified would be subject to approval from the Finance Department.

Meanwhile, on the talk of withdrawal of AP police from APSP, sources said it would not be practical as majority of policemen were from Andhra Pradesh and it would affect the functioning of the force. Right after State bifurcation, Andhra Pradesh State deployed 44 platoons of police force in Hyderabad.

Later, A.P. police asked the Hyderabad City Police to return 20 platoons to take care of pressing needs in the State but they returned only 11 platoons as there should be no compromise on security of Hyderabad city vulnerable to terrorist, extremist and communal tensions.

Police sources from both Andhra Pradesh and Telangana feel that the demand for implementation of Section 8 of AP Reorganisation Act is unwarranted as they had been managing the law and order situation in the common capital without any hitch.

Notwithstanding the political pitch, police would do their job of maintaining internal security and law and order in a professional manner, they said.
 
7,200 police personnel to be recruited in Haryana | Zee News

Chandigarh: As many as 7,200 police personnel, including 1,000 women, will soon be recruited in the state, Haryana Director General of Police Y S Singhal said today.


This time, written examination will be a part of the recruitment process. Out of 100, 95 marks will be for physical test and written examination, while the interview will carry only five marks.

He said that the selection would be completely transparent and Radio Frequency Identification Device would be used during the physical test.

"The working of the police department would witness an unprecedented transformation in the coming three years. With the selection on merit basis, the efficiency of the department would improve considerably," he added.

Singhal further said that for the first time since the inception of the state, the government has decided that 50 per cent of the compound fees collected by the traffic police would be spent on traffic education or traffic resources.

Presently, road accidents accounts for large numbers of deaths in the state. Following this step, the figures will come down significantly, the DGP said in a release.

He said that 500 additional motorcycles would be added in the police department so as to further strengthen the traffic system.

With a view to provide housing facility to the police personnel, about 3,000 new houses would be constructed. The increase in resources of the department would help in improving the functioning of the police, he said.

Busy time for doctors and policemen - The Hindu

Keeping eyes peeled for 12 hours a day, you might think, is a near impossible task. But that is precisely what the policemen monitoring CCTV cameras are doing at Suvarna Soudha.

As 209 CCTV cameras monitor the Soudha, eight policemen in two shifts of 12 hours each are expected to watch images beamed live from these cameras. “We mainly focus on entry and exit points,” said a policeman, admitting that 12 hours of endless monitoring was an impossible task.

Around 5,000 police personnel, including 40 KSRP, 18 DAR, 5 QRT platoons, have been pressed into service. They had a particularly torrid time on the first two days when the sugarcane farmers’ agitation was at its peak.

Meanwhile, even as all legislators and their followers looked hale and hearty, a big contingent of nearly 200 doctors and paramedical staff is keeping an eye on them. Ten-member teams, each consisting physicians, general medical officers and nursing staff, are exclusively kept ready for the Legislative Assembly and Council. ECG equipment, oxygen, blood, 15 ambulances in addition to 108 emergency ambulances, and other emergency services are kept ready.

A senior nursing staff in the Chief Minister’s convoy said he had been part of convoy since the first session here in 2006. “Thankfully no situation had arisen to demand his service,” he added.

Civilians biggest casualty of Naxal violence - The Hindu

While left wing extremism (LWE) — the government's preferred phrase for Naxal-related violence — has caused over 20,000 deaths in the country since 1980, it is not the extremists or the security forces who have suffered the most. Data accessed by The Hindu shows that a majority of those killed were civilians.

In fact, the ongoing conflict has claimed at least one life every single day over a 35-year period beginning 1980. The total body count, as on June 30, 2013, stood at 19,327, according to information obtained under the Right to Information Act.

Latest data compiled by the Ministry of Home Affairs adds another 685 fatalities to the record taking the total tally to 20,012 as on March 30, 2015. As many as 12,146 civilians lost their lives to LWE-related violence across the country during this period for which official data, accessed by The Hindu, is available.

During this period, 4,761 extremists and 3,105 security personnel were killed. That adds up to about two security personnel dying for every three extremists killed.

Bloodiest year
The year 2010 was the bloodiest of this insurgency, leading to the death of 1,177 persons — over 60 per cent of them civilians. The year saw the horrific Dantewada ambush that led to the death of 75 CRPF men and one Chhattisgarh police constable, the Gyaneshwari Express derailment, the Dantewada bus bombing and the Silda camp attack in Midnapore among other incidents.

In fact, the six years from 2005 to 2010 were the bloodiest in the entire two-decade timeline, with the reported death of 5,916 persons.

The information was provided by the Naxal Management Division of the Union Ministry of Home Affairs to Delhi-based RTI activist Ved Pal, under the Right to Information Act.

The data also shows that the number of deaths among all three categories declined consistently between 2011 and 2013. Curiously, the records show no fatalities in 1986, immediately after which deaths in all categories — especially security forces — witnessed a rapid surge.

LWE-affected States have their differing policies on providing financial compensation to families of civilians and state police personnel killed in such violence. However, under the Security Related Expenditure (SRE) scheme, the central government reimburses expenditure incurred by the state governments for payment of ex-gratia to the victims — Rs. 1 lakh for every civilian and Rs. 3 lakh for each security personnel killed in LWE violence.
 
Powerful explosive recovered in Naxal-affected Chatra - The Hindu

Security forces on Sunday recovered a seven kg pipe bomb planted under the Ghori Ghat Main road in Chatra district, police said.

On a tip off, CRPF and the district police personnel launched a search and recovered the explosive. It was apparently planted by naxalites to target security forces, from the arterial road passing through Jolhatetaria village, Superintendent of Police Surendra Kumar Jha said.

The forces are continuing further search operation in the area, he added.
 
One STF jawan injured in gun-battle in Chhattisgarh | Zee News


Raipur: A Special Task Force (STF) jawan was on Sunday injured in a gun-battle between security personnel and ultras in Chhattisgarh's insurgency-hit Sukma district, police said.

The skirmish took place in dense forests under Kukanar police station limits where a joint team of security personnel was carrying out an anti-naxal operation, a senior police official told PTI.

While security forces were cordoning off Mundapal jungle, they were confronted with a group of armed naxals who opened indiscriminate firing, leaving a jawan injured.

As soon as the security forces launched retaliatory attack, the naxals fled from the spot.

"A jawan sustained very minor injuries and was referred to Jagdalpur hospital," he said, adding that his condition was stable.

The operation was still underway in the region, located around 400 kms away from here, he added.

Chhattisgarh: Two CRPF personnel injured in IED blast set off by Naxals | Zee News

Raipur: Two CRPF personnel, including an assistant sub-inspector, were on Monday injured in an IED blast triggered by Naxals in Chhattisgarh's insurgency-hit Sukma district.

The explosion took place in Temelwada forests under Chintagufa Police Station limits while a ROP (Road Opening Party) of Central Reserve Police Force's 223rd battalion was carrying out its route clearing task on Dornapal-Chintagufa axis, a senior police official told PTI.

As the CRPF personnel were cordoning off forests, 3 km away from Temelwada, the Naxals detonated an improvised explosive device (IED) blast at around 11 AM, leaving ASI Shiv Prasad and constable Pradeep injured, he said.

Subsequently, firing also broke out between the security personnel and the rebels which lasted for a short period following which Naxals fled into the forest, he said.

Soon after the incident, reinforcement was rushed to the spot and efforts were on to retrieve the injured personnel, he said.

"The condition of constable Pradeep was stated to be critical," he said.

A combing operation has been launched in the region to nab the attackers, he added.

Bodies of four abducted cops found in Chhattisgarh - The Hindu

Four auxiliary constables of Chhattisgarh police, who were abducted by Maoists in Bastar region on Monday, were killed by the ultras on Wednesday morning.

“All four abducted policemen have been killed by the Maoists. Their bodies have been recovered from the area between Gudma and Kutaru village of Bijapur,” said R.K. Vij, ADGP, Anti-Naxal Operations, Chhattisgarh.

Mr. Vij added that all four policemen were unarmed and killed brutally by the Maoists.

“Is this called a revolution?” he asked.

The Maoists also left a handwritten letter near the bodies of the policemen.

“All four constables - Majji Rama, Mangal Sodi, Raju Tela and Jayram Yadav, were harassing common public by beating elder people and young kids. They were troubling women and young girls. They have been given death punishment for actively taking part in the anti-Maoist operations,” read the letter.
 
17 new police battalions for J&K, Naxal-hit states soon | Zee News

New Delhi: Seventeen new police battalions, comprising 18,700 personnel, will be raised in Jammu and Kashmir and the Naxal-hit states with Central assistance.


The Home Ministry has moved a proposal for raising 17 India Reserve Battalions, of which five will be for Jammu and Kashmir and 12 for the Maoist-affected states, a senior Home Ministry official said.

Each of the battalions will comprise 1,100 recruits.

It has been proposed that these battalions will be raised by recruiting local youths. In case of Naxal-hit states, 75 per cent vacancies will be filled up by youths from the 27 worst-affected districts.

In case of Jammu and Kashmir, the recruitment process will concentrate on insurgency prone areas.

The cost of raising each of the battalion will be around Rs 61 crore and 75 per cent of it will be provided by the central government.

"This cost is much lower than raising of a paramilitary battalion which costs around Rs 160 crore," the official said.

Personnel of India Reserve Battalion are normally deployed in their respective states but they can be deployed in other states too if there is a requirement.

At present, there are 144 India Reserve Battalions in various states. In addition, the Centre has recently approved raising eight additional IR Battalions -- four each for Andhra Pradesh and Telangana.

Shortage of Personnel in ITBP

There is no shortage of personnel in Indo-Tibetan Border Police to man the 3,488 Km. long border with China stretching from Ladakh to Arunachal Pradesh. However, there are some routine vacancies arising due to retirements, resignations, new raising etc. Timely action is taken to fill up the vacancies by direct recruitment, by promotion or by deputation as per the Recruitment Rules.

At present, there is no proposal from ITBP to enhance its reserves in the Ladakh Sector or the deployment of additional personnel along the Line of Actual Control (LAC) in the aforesaid sector. However, in 2011, Government has approved raising of 13 additional Battalions, 35 additional Border out Posts and enhanced the strength of the ITBP Battalions from 04 coy to 06 coy.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to a question by Shri Ravi Prakash Verma in the Rajya Sabha today.
