Mufti directs shifting of CRPF camp from Pahalgam - The Hindu

The Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed on Saturday issued directions for relocation of a CRPF camp from Pahalgam as part of efforts aimed at improving the existing infrastructure to attract more tourists to the popular hill resort.

The chief minister issued directions for shifting the paramilitary forces camp to an alternate site during a visit to Pahalgam, where he was also briefed about the steps taken by Pahalgam Development Authority (PDA) in maintaining the 46-km Pahalgam cave track, an official spokesman said.

Mr Sayeed also instructed the chief executive officer of PDA to prepare a plan for the revival of Old Pahalgam Club.

The chief minister also interacted with Amarnath pilgrims at the PDA helipad and he was informed that the chopper service conducts as many as 100 sorties from Pahalgam to Panjtarni on a fair weather day by operating 3 helicopters.

The yatris expressed satisfaction at the facilities being extended to them at Pahalgam, 100 kms from Srinagar which serves as the base camp for the annual pilgrimage, and other places en route the shrine, the spokesman said.

The spokesman said Sayeed visited Pahalgam Mini Hydel Power Project, Old Pahalgam Village Market, Betaab Valley and Aru and Circuit Roads.

He also inspected the newly-laid helipad which will facilitate movement of choppers from Pahalgam to Panjtatrini during the yatra period. - PTI

S. Davidson Devasirvatham, a 1995 batch IPS officer, has been posted as the new chief of State intelligence. He will replace Inspector-General of Police P. Kannappan, who retires from service on July 31.

Mr. Davidson is currently the Inspector-General of Police (Administration). He earlier served as the IGP (West Zone) and was also heading the 'Q' Branch CID that monitors the activities of the Liberation Tigers of Tamil Eelam and Maoists in the State.

Large vehicles get easily trapped in land mines

The Central Reserve Police Force (CRPF) has decided to buy around 6,000 motorbikes to mobilise troops engaged in anti-Naxal operations and reduce dependence on jeeps and other four-wheelers, which fall prey to landmines causing casualty to the security forces.

The bikes will be given to every battalion and strike units deployed for anti-Naxal operations, in the next few months, in the worst affected Left Wing Extremism areas of Chhattisgarh, Jharkhand and Odisha.

“The Union Home Ministry has sanctioned purchase of 5,920 motorcycles for deployment in Left Wing Extremism areas.

Security personnel have been asked to totally cut down travel on four-wheelers in these areas as it gives out their movement and large vehicles get easily trapped in land mines which either leads to killing or maiming of troops,” a senior official said.

Bikes, the official said, are being used in the Maoist—hit areas by forces for sometime now but this is the single largest purchase of the two—wheelers for this task sanctioned by the government.

Force multipliers

“Movement on bikes will give CRPF personnel the much needed stealth in movement and even save them from getting trapped in mines and Improvised Explosive Device (IED) blasts as they can easily pass over them without putting pressure on their trigger mechanism leading to the explosion,” they said.

The official said bikes are the new “force multipliers” for troops in ground operations.

Apart from these, 36 bullet—proof vehicles would be procured by the country’s largest paramilitary force for counter—insurgency operations in Jammu and Kashmir and North Eastern states under the same government sanction.

The force, which has been in the recent past entrusted with the security duties of VIPs like BJP President Amit Shah and Union Ministers Nitin Gadkari, Rajiv Pratap Rudy among others and former Bihar Chief Minister Jitan Ram Manjhi would also be getting 40 new bullet—proof vehicles for these specialised duties, the official said. -- PTI

The police of Medak district got the highly-equipped interceptor vehicle which was fitted with speed laser gun, roof camera, breath analyser, LED monitor, printer and UPS.

The speed laser gun system captures the speeding vehicle with its number, speed of the vehicle and type of the vehicle. Basing on the road conditions and sign boards (speed limit will be shown on the board) when the vehicle passes on the road and speeds more than prescribed on the board the camera fitted in the vehicle captures picture of the vehicle.

The camera in the system is so powerful that it would catch the picture from 300 metres distance. Once caught on the camera, e-Challan can be sent to the address in which the vehicle was addressed. The breathing anaylser fitted in the vehicle can not only analyse the percentage of alcohol in the drink consumed by the person, but also analyse raw material from a distance of two to three metres. Back up capacity of the system is to book and store up to 49,000 cases.

The video camera fitted on the top of the vehicle is one of the important components. It can rotate 360 degrees and capture the footage with a capacity of 1000 GB memory UPS. It can record video from 300 metres from the vehicle.

The vehicle can be used during dharnas, festivals, election processions, communal and public meetings. “This will be more useful to identify anti-social elements, rioters and mobsters if anything goes wrong in processions, dharnas and mob operations. This can be used on ORR, Rajiv Rahadari and other important areas ,” said a police officer.

Ranchi, Aug 18, 2014: A senior police official was injured, while his driver and a Maoist guerrilla were killed in a gun battle with a group of insurgents on Tuesday on the outskirts of the Jharkhand capital, police said.

Ranchi Senior Superintendent of Police (SSP) Prabhat Kumar, who was injured in the gunfight in Khuti district, was rushed to a hospital, an official said.

Police said Prabhat Kumar along with a police team went on an operation after receiving information about the presence of a few Maoists in the area.

Home, Defence ministries to provide modern weapons to police: Kiren Rijiju | Zee News

Kanpur: Union Minister Kiren Rijiju on Friday said Home and Defence Ministries would work together to provide modern weapons and equipments to the police force to strengthen the internal security of the country.


People think that India cannot develop sophisticated weapons and equipments for its security forces unlike the forces in other countries, which is why the Centre is taking the modernization of country's security forces seriously, Rijiju told reporters.

He was speaking after a meeting with the scientists at DRDO-run Defence Materials and Stores Research and Development Establishment here.

Officials of both ministries should jointly prepare a workplan in order to provide sophisticated weapons to police and security forces so that the security of the country has no shortcomings, which is the government's priority, he said.

Laboratories of the Defence Ministry are producing high-quality equipments which are being exported to foreign countries and products of some Indian defence vendors are in demand in other countries as well, Rijiju said.

"We want sophisticated high-quality weapons to be available for our security forces," the minister said.

Maoists kill abducted constable in Bastar - The Hindu

An auxiliary constable of the Chhattisgarh police, abducted by Maoists on August 31, was found dead in Sukma district of the restive Bastar region on Saturday.

Pila Das, posted at the Pollampalli station in Sukma, was abducted from Gorgonda while returning to his base camp from Dornapal in a passenger vehicle. His body was found near the Pollampalli market in the morning.

A resident of Kankerlanka, Pila Das joined the anti-Maoist militia Salwa Judum as a Special Police Officer (SPO) in 2006 and actively took part in the operations against the Naxals in Bastar. He was recruited as an auxiliary constable in 2011 when the Supreme Court banned Salwa Judum and the recruitment of SPOs. On September 2, hundreds of residents of Kankerlanka and some relatives of Pila Das entered the Sukma forests to appeal to the Maoists for his release. But the militants did not give them any assurance.

An officer involved in the anti-Maoist operations in Bastar said the chances of Pila Das’s release were slim as he was very active in the anti-Maoist operations.

The militants abducted and killed four auxiliary constables in Bijapur district of Bastar in July.
 
Anti-Terrorism Squad to be formed in Jharkhand | Zee News

Ranchi: The Jharkhand cabinet on Tuesday gave its approval to the formation of an Anti-Terrorism Squad (ATS) in the state.

"The cabinet also gave its approval to create 243 ATS posts. The ATS will be headed by an official of the rank of Superintendent of Police," said an official.

Jharkhand has turned into a haven for terrorists and two terrorists involved in the 2002 American Center attack in Kolkata were killed in a gunbattle with security forces in Hazaribagh district.

The accused of Patna's Gandhi Maidan bomb blasts in 2013, that was addressed by Prime Minister Narendra Modi, was also arrested from here.
 
Gujarat govt to set up new SRP battalion to boost security | Zee News

Ahmedabad: In a bid to strengthen security at critical installations like power plants, ports and dams, Gujarat government has decided to create an additional battalion of State Reserve Police (SRP) of 1,200 armed personnel.

At present, Gujarat has 19 SRP battalions comprising around 1,000 armed men and women personnel each stationed at various places across the state. This will be the 20th such battalion, a senior police official said.

Apart from guarding the "critical infrastructure", the new battalion will also be utilised to maintain law and order, state in-charge Inspector General of Armed Unit (SRP) S S Trivedi said.

According to him, the state Home department recently gave administrative approval for the formation of the new battalion.

"It will be the 20th such SRP battalion in the state. Apart from guarding various government infrastructures, such as dams, we will utilise the force for the purpose of maintaining law and order as and when needed," Trivedi said.

The process to select a suitable place for accommodating the new battalion is underway, he added.

Out of the 19 existing battalions, one each has been allotted to Centre-owned ONGC, Sardar Sarovar Narmada Nigam to protect the dam as well as canals and the newly-created Marine Task Force, according to a resolution passed by the Home department.

Explaining the need to create a new battalion, the resolution cited the request made by several government departments demanding allocation of force to protect their infrastructure.

Now, the state government has decided to form a new SRP battalion by recruiting 1,200 armed personnel with an initial cost of Rs 50 lakh, the resolution stated.

The new battalion will be headed by a commandant called Senapati. Others to be inducted include three deputy superintendents of police, seven inspectors, 25 sub-inspectors (PSIs), eight other PSIs of wireless unit, 95 assistant sub-Inspectors, 97 head constables and 847 constables.

The battalion will also have various other support staff, such as radio operators, medical officers, cooks, servants, electricians, typists, barbers and cleaners, the resolution added.
