Gilgit aceeded to Pakistan and was unnaturally joined to the Dogra Regime by the British. Indian side of Kashmir hates India and Indian settlers with a passion and India has made it the most militarised zone in the world to suppress dissent. The same cannot be said for AJK or GB.

Why would India need to attack Pakistan? The Indians, are very good at jingoism and war thumping and at the same time, are also smart not to attack as any move would end up stuttering their economic growth.

India would at the very least test the resolve and the ability of our Armed Forces, just like it did in Feb 2019.
That was not an all out offensive but just a signal about change of shift in Indian policy. A new policy wherein any material support to insurgency in India would be reciprocated with direct action.

Paksiatn had always believed that India wouldn’t take any such action due to nuclear factor.

Otherwise, India never had any designs to carry out any unilateral military action with an aim to neutralise Pak defence forces or occupy any territory. 1971 was an expection, but that was a complex issue with mostly Pak’s own fingeritis.

India has no reason to get into a conflict with no clear achievable objectives against a nuclear Paksiatn. “NUCLEAR” factor would definitely come into play in a full fledged war but not a skirmish.
Moreover, the current internal situation in Paksiatn is taking it down south on all fronts.

Whether Pakistan wants to be a democracy or military dictatorship is Pakistan's internal matter. There was a time when Pakistani generals considered India an ideological enemy, but now they have become like pet dogs and corporatised. They are more interested in safeguarding their own privileges than fighting India. They are now more friendly to India's interests than pro Taliban crackpots like Imran Khan.

Frankly most Indians don't care much more about what is going ik Pakistan than they care about Maldives, Nepal or Bhutan.

With the benefit of hindsight, we are happy that Jinnah insisted on Partition and India managed to retain significant portions of Punjab and Bengal in the process. Otherwise India would be dealing with TTP style militias inside our borders. The only regret I have about Partition is that the Congress party betrayed Abdul Ghaffar Khan and didn't help him realise his Pashtunistan.

No one can decide path of a war after first few bullets have been fired. India will keep working to increase it’s military capabilities since a bigger threat is on our northern borders. Why get mired with a weak nation when it is already taking care of itself in many ways.

A lot has to be done but the economy is growing and is one of the very few big ones on the path of growth.

The likelihood of a war depends on India. Pakistan has no interest in fighthing a war or engaging in an arms race, and has on many occasions offered mutual disarmament on both conventional and nuclear levels - India has rejected all such offers.
