That was not an all out offensive but just a signal about change of shift in Indian policy. A new policy wherein any material support to insurgency in India would be reciprocated with direct action.India would at the very least test the resolve and the ability of our Armed Forces, just like it did in Feb 2019.

Whether Pakistan wants to be a democracy or military dictatorship is Pakistan's internal matter. There was a time when Pakistani generals considered India an ideological enemy, but now they have become like pet dogs and corporatised. They are more interested in safeguarding their own privileges than fighting India. They are now more friendly to India's interests than pro Taliban crackpots like Imran Khan.
Frankly most Indians don't care much more about what is going ik Pakistan than they care about Maldives, Nepal or Bhutan.
With the benefit of hindsight, we are happy that Jinnah insisted on Partition and India managed to retain significant portions of Punjab and Bengal in the process. While Paksiatn economy is almost stagnant or regressing, India is doing pretty well. Please don’t start counting figures of poor etc in India. Pakistan has no interest in fighthing a war or engaging in an arms race, and has on many occasions offered mutual disarmament on both conventional and nuclear levels - India has rejected all such offers.Anyine giving honest answers to these would know the likelihood of a war.
