development does not mean fly-overs and infosys-like coolie companies... development is when citizens can fulfill their reasonable material comforts without pain and enslavement ( to jobs and banks ) and when all anti-human traditional practices have been eradicated so as to bring a scientific society.

that indeed is the primary task of the political system, and must be reciprocated by the citizens by participating fully in the functioning of society.

"honest work" is what the middle-class calls wage-slavery... much of the indian middle-class does jobs because they simply are not confident in doing anything else... i find these people foolish who must be guided back to sensibility and contribution to humanity.

there was one incident, i think last year, when some civilians in a bus died because of naxal firing... and the naxals apologized and said that they mistook that bus for paramilitary.

i have never met a naxal but i will say that they are not the demons they are portrayed to be by the establishment.

In reality its the middle class which are behind the development but these middle class comes from below property line group.
 
Over 15,000 killed in Naxal violence since 1980: Home Ministry | The Indian Express

Over 15,000 people, including more than 3,000 security personnel, have been killed in Naxal violence in the last 35 years, an RTI query has revealed.

According to the Union Home Ministry, while 12,177 civilians have fallen prey to Left-Wing Extremism during this period, 3,125 security personnel, too, lost their lives tackling the Naxal menace.

Also, as many as 4,768 naxalites were killed by security forces between 1980 and May 31, 2015, an RTI query has revealed.

Another query under the RTI Act had the ministry stating that Rs 3,038.86 crore was disbursed among the various states in the last three years for the modernisation of the police force.

Between the 2012-13 and 2014-15 fiscal years, Andhra Pradesh received Rs 161 crore under Modernisation of Police Force (MPF) scheme while Uttar Pradesh got Rs 377 crore. Among other states, Chhattisgarh and Jharkhand received Rs 73 crore and Rs 69 crore, respectively.

Following the bifurcation of AP, the newly-formed state of Telangana received Rs 68.13 crore in 2014-15.

A third RTI query found that the ministry has given approval to develop 400 fortified police stations and posts in 10 Left-Wing Extremism-affected states.

A sum of Rs 2 crore is being released for each fortified station with the expenditure in this regard to be shared on a 80: 20 basis by the Centre and the specific state, the ministry informed.

Rs. 4,000 cr. sought to modernise police force - The Hindu

The State government has urged the Centre to extend liberal financial assistance to the Andhra Pradesh to modernise its police forces.

Union Minister Y. Satyanarayana (Sujana) Chowdary called on Union Home Minister Rajnath Singh at New Delhi on Thursday and briefed him about the requirements of the State.

The government had requested allocation of Rs. 4,000 crore over four years for modernisation of the police forces, relocation of the police headquarters, once bifurcation of the force was complete and setting up of state-of the-art offices for the Greyhounds and OCTOPUS.

Mr. Chowdary said the focus of the meeting was to seek assistance to the State in line with the promise made ahead of bifurcation.

The Centre had promised help to AP and Telangana to raise additional forces according to the provision in the AP Reorganisation Act, apart from the assurance to help to AP in setting up a state-of-the-art training centre for Greyhounds .

The Union Minister told The Hindu that the quantum of Central allocation would be known after Union Finance Minister Arun Jaitley returns from the United States. Asked about the cash-for-vote episode,

Mr. Chowdary said these issues including the enforcement of the Section 8 did not figure in the discussions at New Delhi.

Odisha mulling deployment of forces in western range areas - The Economic Times

ROURKELA: Odisha Police today said it was contemplating to redeploy forces in certain areas within western range from where jawans were withdrawn due to security reasons in the past.

"We will redeploy forces from where they were earlier withdrawn. As the situation has changed, we will go for proactive measures," Director General of Police (DGP) Sanjiv Marik told reporters here.

"We have more state forces like the DVF (district voluntary force), SOG (special operation force) and others who are fighting against Maoists along with the central forces. The strength of SOG has increased to 3,000 from 1,500," Marik said.

On the coordination between the Odisha and Jharkhand, the DGP said the SPs of neighbouring districts will hold a meeting to sort out problems, if any.

Expressing satisfaction over anti-Maoist operations, Marik said, "There have been fall in Maoists activities in K Balang, Koira, Bonai and Lathikata areas which were earlier considered under their stranglehold."

Bihar demands helicopter for anti-Maoist operations - The Economic Times

PATNA: Bihar has asked the central government for a helicopter and two battalions of paramilitary troopers for operations against the Maoists ahead of the upcoming assembly polls, an official said on Friday.

"The state government has demanded the central government to provide it with an Air Force helicopter and extra two battalion of the central para military security forces to intensify anti-Maoists operations in Bihar ahead of the upcoming polls," an official of the state home department said.

Bihar Police has no helicopter of its own and borrows one from neighbouring Jharkhand during its combing operations against Maoists.

Officials said that like Chhattisgarh, Odisha, Andhra Pradesh and Jharkhand, Bihar too needed a helicopter in its fight against the Maoists.

According to a top police officer associated with anti-Maoist operations in the state, the Bihar government has requested the union home ministry to provide it with a a M-17 helicopter of the Indian Air Force or a similar one for effective operations against the Maoists.

At present, 24 battalions of the central paramilitary forces have been deployed in Bihar's Maoist-affected districts.

Hyderabad, June 22:
Telangana DGP Anurag Sharma has announced that steps were being taken to issue notification for filling up of nearly 18,000 vacancies in the police department.

Anurag Sharma also informed that three new battalions have been sanctioned for the State and one of them would be stationed in Warangal. He said that the newly constituted Warangal Police Commissionerate would be upgraded on the lines of Cyberabad Commissionerate. He said five police stations would be set up as part of the Warangal Commissionerate. He said a new building will also be constructed for the commissionerate at a cost of Rs. 5.50 crore. (INN)

NEW DELHI: Giving into the demands of Maharashtra, the NDA government is learnt to have decided not to replace CRPF from the Naxal hotbed of Gadchiroli.

UPA government had proposed to replace 5 battalions of CRPF with ITBP, another central force and redeploy them at Bijapur and Dantewada in Chhattisgarh, which are considered to be worst affected by left wing extremism.

Home Ministry under UPA were of the opinion that CRPF should take more challenging assignment in Chhattisgarh since Gadchiroli has largely remained free of incidents and State police is now in control of the Naxal affected area.

The government while deciding to continue with CRPF deployment in Gadchiroli also cited the example of Chhattisgarh where ITBP and BSF are deployed but are facing the problem of multiplicity of command.


It was also argued that the CRPF has developed its own intelligence gathering mechanism involving locals and police that has helped to bring down the incidents of violence.

"A new force will require setting up its mechanism that may take time and also give opportunity to dormant forces to take control of the region. The gains can be frittered away due to this change in force," explained a senior government official.

ITBP which is mainly manning the Indo-China border however feel that deployment in Gadhchiroli would have given them an exposure.

Uttarakhand Police, National Security Guard commandos conduct mock drill - The Economic Times

DEHRADUN: Uttarakhand Police personnel and National Security Guard (NSG) commandos today conducted a mock drill at Inter-State Bus Terminal here to check preparedness of security agencies in the event of a terror attack.

The aim of the drill was to see how security agencies coordinate among themselves and respond to a bomb blast in a crowded place, Dehradun SP Ajay Singh said.

"The drill went on for about half-an-hour at ISBT in which police personnel and NSG commandos participated," Singh said, adding "the drill went on smoothly without affecting the movement of buses".
