Cancellation of Defence Deals
The Central Bureau of Investigation (CBI)registered an FIR on May 17, 2009 in Kolkata against, inter-alia, the then Director General, Ordnance Factories and Chairman, Ordnance Factory Board, Kolkata, containing, among other thing, certain allegations about illegal gratification in the matters of various supply orders placed by Ordnance Factory Board on the private manufactures/suppliers. The names of the following companies figure in the said FIR:
1. Israeli Military Industries,
2. Singapore Technology,
3. HYT Engineering,
4. TS Kishan and Co. Pvt. Ltd, New Delhi
5. RK Machine Tools
6. BVT, Poland
7. Media Architects Pte Ltd, Singapore
In the light of the said FIR; it has been decided that all procurement/acquisition cases in the Pipeline with any of the above mentioned companies, may be put on hold for the present, and should not be proceeded with till further orders.
The Defence Procurement Procedure is revised from time to time with a view to ensuring, inter-alia, the highest degree of probity and public accountability, transparency in operations, free competition and impartiality.
Delay of Delivery of Submarines
The construction of the first, second and third submarine commenced in December 2006, December 2007 and August 2008 respectively. As per the contract signed with Mazagaon Docks Limited (MDL), the first submarine is scheduled to be delivered in December 2012 and thereafter, one each every year till December 2017. On account of some teething problems, absorption of technology and delays in augmentation of industrial infrastructure and procurement of MDL purchased materials (MPM), slippage in the delivery schedule is expected. The delay in scheduled delivery of submarines is likely to have an impact on the envisaged submarine force levels.
Technology transfer agreement for T-90 tanks
The contract for the transfer of technology for licensed production of T-90 tanks was signed on February 15, 2001 between the Government of India and the Federal State Unitary Enterprise “State Corporation ‘Rosvoorouzhenic’ of the Russian Federation.”
Production of T-90 tanks has commenced in ordnance factories. So far 186 tanks have been supplied by assembly of Semi-Knocked Down/Completely Knocked Down kits. Supply of T-90 Tanks through indigenous production of components will commence from 2009 to 2010.
Upgradation of AN-32
A contract for upgradation of the AN-32 aircraft has been signed with the State Foreign Trade Enterprise Spetstechnoexport (STE), Ukraine on June 15, 2009 for total technical life extension (TTLE), overhaul and re-equipment of the AN-32 aircraft in the IAF fleet.
The calendar life of the AN-32 aircraft will be enhanced from 25 years to 40 years. The expenditure likely to be incurred on the project is US$397.7 million. The upgrade process is scheduled to be completed between 2009 and 2017.
