Indian foreigner's act 1946 does not discriminate its subjects on the basis of religion.However rights of any foreigners in India are protected by article 21 of Indian constitution which again does not patronize any foreigner on the basis of religion.

Beside it does not say other political refugees will not get citizenship, does it ?

We're not forcing non-Muslims to come to India ......if, after a few years, Pakistani Hindu population indeed drops to Zero, it would further confirm Pakistani atrocities on non-Muslims(otherwise there is no reason for the non-Muslims to come to India and not return)......
