Has nothing to with stability either. Edward Maya, Akcent, etc have performed in Pakistan recently. As pointed out in this thread the Punjab government has put some sort of "ban" on concerts.

the ban is about having concerts in educational institutes and i dont think they passed it yet

your film industry is already invaded by bollywood. may be this step is just to save your music industry.
there is also a security issue which is the major problem.
we don't have any of those issues therefore we don't become "strict" towards pakistani artists.
