By definition this is an anti-MATERIAL weapon so NOT to be used on humans but lightly armoured and "soft skinned" vehicles as well as structures. Of course it can be used on humans (and is across the world-see the Barrett M82) but this is not what it is designed for or what it is specifically going to be employed for.
