Please research. Shakti is IIT Madras's name for their implementation of the RISC-V international processor project. The various Shakti variant prototypes as far as I know have been manufactured in South Korea ( or elsewhere ) and the base design is the international RISC-V project. Consult the Shakti's Wikipedia page. This is same as Samsung or Chinese cell phone manufacturers using ( through license ) the ARM processor base design which is from the British design house ARM. Can the South Koreans and the Chinese claim to have designed their own processor ?
