As reported, India wants to improve relationship with Paksitan and is seeking a dialogue on Kasmir. In all previous attempts, India used dialogue as a delay tactic when military it had a disadvantage. This time, India wants to resume SAARC summit which will be held here and Modi will visit Pakistan.
My analysis: India knows the only chance it has to have an influence/say on Kashmir settlement is "now" when it can start a dialogue - as otherwise after the settlement of Afghanistan, India will have to confront the Kashmir independence movement beyond its ability to control. With China and Pakistan together and Kashmiris went rogue, India will have no chance to hold Kashmir.
