India will push for several upgrades in the proposed three new Scorpene submarines it is discussing with France.

“We will look at the cost of the upgrades based on which we will take a call whether to go for the additional ones or carry on with the acquisition of the next line of submarines as planned,” a senior defence official was quoted as saying by the Hindu Tuesday.

Mazgaon Docks Ltd. (MDL), Mumbai, is manufacturing six Scorpene conventional submarines with technology transfer from DCNS under a $3.75-billion deal signed in October 2005.

The detailed discussions pertaining to the additional buy would be held during the India-France strateigic dialogue around December. As per plan, all submarines are expected to be launched from MDL by 2020 and both sides are on to firm up a deal before that to keep the production line running and preserve the expertise, another official said.

The upgrades will help address concerns of any compromise in the submarine’s capability following the leak of its technical specifications in Australia last year

Who authorises the upgrades in indian navy? GOV or Mlitary ?

Everything comes under our government including military, they don't have any specific authority on policy decisions, they are here to take orders not to give one. :p:

If additional scorpenes with upgrades cost below 1 Billion USD each, then that would still be a good deal, considering the current batch of 6 will cost around 625 Million Each

That's Pure BS My friend Its Like saying an Analyst have zero knowledge against Field agents both are important in their fields.

They are some of the best educated minds country produces Most Military Strategy and Tactics are done by these fellows Who don't fight war with there hands but with there intellectual capacity

Every minister has an army of meritocratic civilians called IS officers which are the cream of our nation in academic and experiential terms, which in turn have an entire hierarchy of sub officials under them. So yes political ministers are seldom educated but there are sound mechanisms to advise them.

i know how things work but the reason for my above post was that one of the poster was neglecting the military's input about any weapon deal. because they are the one who is going to use them...

true...very true...only thing is some/in fact many of them become lazy and corrupt after getting into the world of bureaucracy... I must say, IAS is one of the toughest exams to crack....They are the makers and spoilers of our system!
