It is India's plan to put pressure on Pak finance by forcing Pak to spend on Dam and canals which ultimately lead to reduced finances to mischievous things.As long as IWT remains in force underpinned by the World Bank, there should be no problem. Pakistan does indeed has enough water for its needs under that treaty, but it needs to manage its share better by building storage dams and increasing efficiencies in its distribution and billing systems for such a precious resource.
