India tells US to monitor arms supply to Pakistan

NEW DELHI: India and US may have forged an expansive bilateral strategic-defence relationship but the huge amount of American military aid being given to Pakistan in the name of "global war on terrorism'' has become a big bone of contention.

New Delhi wants Washington to closely monitor its military assistance to Islamabad since a major chunk of it is being surreptiously diverted to bolster Pakistan's conventional military and nuclear capabilities against India. But the US continues to waffle, banking more upon Pakistan's "good faith'' rather than anything concrete.

Defence minister A K Antony on Friday made it quite clear to visiting US chairman of the joint chiefs of staff Admiral Mike Mullen that India was upset that the military aid to Pakistan was "disproportionate'' to what was required to fight terror.

Antony, in fact, expressed "serious concern'' that the weapon systems being supplied to Pakistan might be "misused'' against India. "The minister told Admiral Mullen the US needs to establish a strong monitoring mechanism to ensure that such a thing does not happen,'' said a top official.

The US, after all, is giving spanking new F-16 fighters, with advanced all-weather and precision-strike capabilities, P-3C maritime patrol aircraft, with advanced anti-ship and anti-submarine warfare, and a wide array of offensive capabilities like Block-II Harpoon anti-ship missiles, AIM-9M Sidewinder air-to-air missiles, TOW-2A anti-tank guided missiles and the like to Pakistan.

All these weapon systems and platforms are clearly meant more for conventional wars, not counter-terrorism, unless the Taliban or LeT have quitely acquired warships, fighters and tanks and stashed them in their hideouts without the world noticing.

But US remains adamant the military aid to Pakistan, which has gone well past $10 billion, is not directed against India. Admiral Mullen said the weapon systems supplied to Pakistan were "specifically'' meant for use against terrorism. This, he said, had been strongly conveyed to Pakistan, even as he side-stepped questions on the monitoring mechanism proposed by India.

"We certainly understand the concerns raised by India. At the same time, I don't believe we have sold anything to Pakistan which will greatly imbalance the region,'' he said.

But if there is a big disconnect between India and US on this issue, there is a convergence of views on the secretive ISI's nefarious links with the Taliban, Lashkar-e-Taiba and other terror outfits.

"I believe the overall strategic approach of ISI needs to fundamentally change. It's an extraordinarily difficult task and it's going to take time,'' said Admiral Mullen, candidly admitting the US government "did not know a lot about'' ISI.

The senior-most US military official, however, said the arms supplies to Pakistan were "reflective'' of the "growing relationship and trust'' being re-established between the two countries, which was earlier derailed in the 1990s.

Here we go again, on one hand they want dialogue:Reuters AlertNet - India PM says hopeful of restoring Pakistan talks, yet on the other hand they create hurdles.

If Pakistani arms supplies are to be monitored then the UK should also monitor the shipment of arms to India. Seriously this is just childish toy throwing.

If the US is aiding Pakistan militarily for the purpose of "war on terrorism" then it only makes sense to ensure that, that is the case. And Minister of Defence raising the issue in a high-level talk with US means there must be some concrete concerns.

Why do these loonies bother? MOD knows very well that US won't do anything when it comes to that because righy now it is desperate for a route to Afghanistan that Pakistan provides. The incoming $7.5 billion that Hillary brought would see some significant use in the production of weapons under "economic disguise".

Pentagon knows this but won't do anything. It is time we show that we mean business when it comes to demanding stuff.

We learnt it from your dear friend to our east. On one side it talks of restoring peace with us and expand trade while on other hand its army comes to our territory and writes in red paint on our rocks and goes.

Its all in the region you see ;).

US making sure military aid to Pak is not used against India

Washington, July 28(ANI): The United States has said that it has been using 'systems of accountability' to monitor the military aid being provided to Pakistan, and to make sure that it is not used against India.

U.S. State Department spokesman Philip Crowley said this after Indian Defense Minister A.K. Antony raised concerns over misuse of US military assistance to Pakistan.

Crowley stressed that the Obama administration have systems of accountability to be sure that aid is being employed in "accordance with the agreements that we have with Pakistan".

'A stable Pakistan is not a threat to India. A stable India does not need to be a threat to Pakistan," The News quoted Crowley, as saying.

"So building up the capability of Pakistan to deal with the threat within its own borders should not be seen as a threat to India," he added.

Earlier, during a meeting with the US Joint Chief of Staff Committee Chairman Admiral Mike Mullen, Indian Defense Minister A.K. Antony had said that there was a possibility of the military aid being used against India.

He also suggested that the US needed to set up a monitoring mechanism to ensure that the arms being giving to Pakistan to combat terrorism are not diverted and used against India.

Antony also expressed his apprehensions that the arms aid was disproportionate to the war on terror for which it was meant.

US military supplies to Pakistan this year are expected to be worth over 300 million dollars.

Most of the hardware that the US is supplying to Pakistan is classified, but the list is known to include F-16 Fighting Falcon combat aircraft, Harpoon missiles, heavy artillery guns and helicopter gunships.

I totally agree with india on this matter....

F-16 is a dangerous tool in the hands of Pakistan.
what this American was saying 'drill their brain with guns' some thing like this. of course i'm talkin gof redflag where SU-30 were shot without lossing missiles. ;)

That was the point where, india realised it need to have 5 BVR equiped SU-30 a/c to counter each F-16 equiped with guns.

Guys they are extreemly nervous... some should help them with 10 times better a/c than F-16.

I havnt read all but few words. Have u ever checked another version than urs about Kashmir ? As Bhutto said Kashmir was never urs and never will be. Want to leave in peace give us our land back. Every thing is not so nice in India as on TV. My friends have been to India from Lahore to Dehli and they tell ITS A **** COUNTRY. Even in these days Pakistan is better than India. Its his word and he lives in Norway.

Norwegain ppl who works with my father have also been to both countries in last 10 years few times. And guess what they say about India ?
