Why are we discussing this tweet. The idiot has no idea what cluster bombing is. He has no clue where the IB ends and begins since he says in mudirke across the IB in J&K. So either there is "mudirke" in pakistan side of Kashmir and he calls the LOC an international border or he is referring to the the line between J&K and the Indian provinces and is calling it International border and mudirke is some place in it where apparently masood has a headquarter.
