India indeed has got a long long way to go:

Thirty-five cities on the Chinese mainland have got the green light to build nearly 6,000 km of urban rail lines, according to the China Communications and Transportation Association. The estimated cost of the lines will be about 1.3 trillion yuan ($212 billion). Urban rail transit systems are under construction in 30 cities, said the association, which will sponsor the Metro China 2013 between Nov 11 and 22 in Beijing, a major exhibition to look at the future of rail. The association said that as of the end of 2012, China's urban rail systems, including subway and light rail, reached 1,980 kilometers in length, operating in 16 cities.

That makes a total of 65 cities in Mainland China that will operate at least one line of urban rail or metro as some of you here would call it. :azn:

how do you define a city as level 3 city?
mainly based on the population and the economy.Hefei is a 2-tier(low) city.in China there are five 1-tier cities,30 2-tier cities(including 8 high,15 middle,7 low) @cirr

Construction work on Dholera city should be able to start within the next 6 month, said Amitabh Kant, CEO and MD of Delhi Mumbai Industrial Corridor Development Corporation(DMICDC) to Financial Express(FE).

Kant further told FE that town planning for two of the total six phases(152 sq km of 540 sq km developable city) of Rs 70,000 crore Dholera city has been done, while the other four are to be done over the rest of the year. 105 sq km land for first phase has been got through land pooling.

DMICDC will first build the trunk infrastructure (roads, sewerage, power lines) with funding from the government and concessional financing from the government of Japan. After construction of a part of the trunk infrastructure —100 km of road/utilities are to be awarded in Dholera within the year, Kant told FE.

In most nations and especially China, I'm assuming, HSR is a premium service and costs quite a bit (relatively) so even for economy this is very basic.

Their HSR is meant to elevate China's GDP growth by infrastructure boom, its not meant for making business. Even the rich countries of the west having much higher per capita income than China aren't building such a huge network of HSR.
