Original MMRCA ended up in a stalemate and government realized that there was no way MMRCA deal could be signed. So the next best thing was to sign a short contract (basing the decision on technical findings of IAF in MMRCA trials).
Now when MII was promulgated, it gives a chance for Dassault to pick an Indian partner and manufacture these planes in India. There is no ToT involved but IAF gets what it wants, a cutting edge fighter in numbers in require (

This may look strange but the fact is government has been able to meet requirements of IAF without violating any legal procedure and develop private domestic player in the field.
