Of those 206, most have extradition treaties with India and respect the rule of law. Of those few that are left ie the likes of South East Asia and the Gulf States- India is slowly but surely working to a point where these nations will deliver the goods to India and the UAE and Saudi Arabia are two recent examples of this. Once safe havens, now they deliver these guys on a silver platter to India.

Pakistan is a glaring exception to all this for obvious reasons. I don't mention Pakistan for fun but because of valid and established reasoning.

I actually think it's the other way around wrt the Jet-Etihad deal. There's no way such deals would pass the security vetting process of the GoI if the likes of the UAE still haboured known terrorists/criminals wanted by India. Now that the UAE/ ME's policy has changed on this front much more investment can come from these places into India.

Capturing Dawood is a very difficult task. He is like the Gateway to India for most of the intelligence agencies in the world. He will be thoroughly protected by them. He is not like some stupid terrorists who cares about blowing up things. His capture will also bring a lot of political drama up on the top.

Even I claim a direct relation ship with one of the top 3 mafia is our country as he is my Grand father in relation as we have direct blood relationship. I have seen him once 3-4 years back in my village personally although he is imprisoned while cases are running against him. He has so much power that he can do anything just like 2nd other mafia sitting in SE can do against the Dawood but our government doesn't provide them any benefit as they think they may turn against us, after all they are no saints. I was amazed to see in my real life that he was traveling in the press vehicle with police van on front & in backside. Even railway trains were as per his schedule. It's fantastic to see such person although I know he is a criminal.
He even freed 1 of my neighbour's relative in Germany within 72 hours as he was captured by some same type of people over there.

Even Dawooed runs a hotel where I have visited in Andheri w. Police closes the hotel & 2nd day it's again running. Wonder how do they do it.

So moral of the story is we are not aware of how much they are entrenched in the Mumbai.
