India has the required LV, India has capsule, India has the life support systems, India has the space suite, India has the space food, India has the ground stations & enough data.
If anything left is now that's training Astronauts Vyomanauts (the Indian abbreviation) and extensive testing of rockets.

HLV Update: Configuration for heavy lift launch vehicle to put communication satellites weighing 10-15 tonnes class into geo synchronous orbit has been finalized.
The upper semi cryogenic stage uses clustered engines.
So, as soon as SCE-200 is tested (end of the session 2017-18), the work on semi cryogenic upper stage of Heavy Lift Launch Vehicle will be started.

India can design one but the rest is unrealistic for the moment. Even when India is capable of building a space station independantly the costs are not worth it specially when they can join with international agencies
