So, if your users are mostly based in India, your ads and the revenue will be based on what you pay. It's not the value of users, it's the ad revenue they get from the respective countries. Wonder why you don't hear big ticket investment? In this lockdown time alone one telecom company in India attracted $10 billion. So, some countries in the region must be a worse hell hole than Delhi. There is no safety in those countries hence global investors don't give two hoots about them. You should know how you tube pays, two videos with same number of views are not paid the same .it depends on target audience and some other factors.
