Pakistan offers India joint investigation of attack

Dec 2, 2008

By Zeeshan Haider

ISLAMABAD (Reuters) - Pakistan offered on Tuesday to help India investigate the militant assault on Mumbai and said it would "frame a response" to an Indian demand that it hand over 20 of India's most wanted men.

India has blamed Islamist militants based in Pakistan for last week's attacks in India's financial capital that killed 183 people.

Pakistan has condemned the assault, denied any involvement by state agencies and vowed to work with India in its investigation. It has rejected what it called unsubstantiated allegations of complicity.

Tension between the nuclear-armed neighbours over the attacks has led to fears of renewed confrontation after Pakistan's civilian government had been trying to push forward a tentative peace process.

Foreign Minister Shah Mehmood Qureshi, speaking in a televised address, repeated a Pakistani offer of cooperation, saying it was not the time for a "blame game, taunts (and) finger-pointing".

"The government of Pakistan has offered a joint investigating mechanism and a joint commission to India. We are ready to jointly go into the depth of this issue and we are ready to compose a team that could help you," Qureshi said.

"Pakistan wants good relations with India," he said.

Earlier, Indian Foreign Minister Pranab Mukherjee told reporters India was demanding the handover of about 20 fugitives it believes are in Pakistan.

The demand was contained in a protest note handed to Pakistan's ambassador in New Delhi on Monday, he said.

Mukherjee also told reporters India was not considering military action in response to the Mumbai attacks.

Qureshi did not refer to the Indian list of fugitives but Information Minister Sherry Rehman told reporters the government would respond: "We have to look at it formally once we get it and we will frame a response."

"UNDERWORLD DON"

The tension with India comes as Pakistan's civilian government, elected this year, is struggling with an economic crisis and its own campaign against militant violence.

Despite the tension with India, the Pakistani rupee firmed slightly, buoyed by the arrival last week of the first tranche of a $7.6 billion loan, dealers said.

As tension with India has grown, Pakistan has been trying to drum up international support and forge unity at home. Prime Minister Yousaf Raza Gilani met politicians in a national security conference on Tuesday to build a consensus.

Indian media reported the men on the list included Dawood Ibrahim, a Mumbai underworld don, and Maulana Masood Azhar, a Pakistani Muslim cleric freed from jail in India in exchange for passengers on a hijacked plane.

The demand for the handover of about 20 fugitives was originally made in the wake of a December 2001 attack on India's parliament that India blamed on Pakistan-based militants.

Pakistan said at the time it wanted to see evidence. Then Pakistani president and army chief Pervez Musharraf said he would never extradite Pakistani citizens to India but he did not rule out sending back Indian nationals.

The 2001 attack on India's parliament nearly set off the fourth war between the two countries since Pakistan was carved from India in 1947 at the time of independence from Britain.

Pakistan has warned that if tension with India escalates, it would have to move troops from its Afghan border -- where it is battling al Qaeda and Taliban fighters responsible for violence in Pakistan and Afghanistan -- to the Indian border.

U.S. Secretary of State Condoleezza Rice, who will visit India on Wednesday, has played down the threat of conflict.

Pakistan's the News newspaper said Rice was also due to visit Pakistan after India. A U.S. embassy spokesman said he was not aware of any plan by Rice to come to Pakistan.

Does the demand to hand over the fugitives seem eerily like the demand of George W. Bush to the Taliban to hand over Osama bin Laden and other top AQ leaders before the US invaded when they failed to fulfill the request.

Hey! Leave us out of this! Are you trying to bring your anti-American views to bear on your Indian colleagues? Do you think that accusing them of being "George W. Bush" is such an awesome insult that they will back off? They will say: "Oh, so sorry. Please do not say we are George Bush! No, no, please keep the terriorists. We are so sorry for asking."?

External forces involved in Karachi violence t E-mail
Written by Pakistan News :: Pakistan Daily

External forces have been suspected to be involved in the growing ethnic violence in Karachi, which claimed 25 lives and over 100 people sustained injuries, according to a report of security agency sent to government on the law and order situation in the metropolis. External hands are deliberately disrupting the law and order situation in Karachi by a pre-planned conspiracy, the report stated. It added that the violence erupted when the leaders of MQM, ANP and PPP were holding talks to extend cooperation particularly after Indian blame game in wake of Mumbai terror attacks. Report also stated, Altaf Hussain, Chief MQM advised the workers of the party to remain calm and avoid taking law into their hands while ANP leaders were also worried about the violence in Karachi which outlined the involvement of external forces who wanted to destabilize Pakistan by creating panic in Karachi. It maintained that by disrupting the peace in Karachi, financial capital of Pakistan, a message of retaliation of Mumbai mayhem was sent to the government of Pakistan. According to sources, the security forces have been put on high alert in Karachi to keep the situation from going worse.

The same standards and respect for process should apply towards any suspects in the Mumbai attack that India may believe are in Pakistan.

Pakistan has offered a joint investigation team and hopefully the offer will be seriously considered by India. Issuing a demarche and demanding Pakistan just hand over whoever India puts on its list is pretty insulting.

Treat us as equals, respect due process and the laws of Pakistan, and work with Pakistan to investigate and try any suspects - that is how the relationship will move forward.

Arjun Rampal doesn't blame Pakistan!

by Rajiv Dutta

While most actors were running scared of making comments while Mumbai was being held at gunpoint, Arjun Rampal went live on a TV channel and voiced his anger, hurt and disappointment.

When he emerged out of the TV studio, he received many congratulatory messages for speaking his mind on national television. However, he also received some hate SMSes abusing him for not bashing Pakistan.

And all because on the show, he questioned, 'why do we Indians always politicize everything and blame Pakistan?' Explains the actor, "What I meant was, why blame someone? Why do you expect better from the neighboring country? It's been happening for so many years. What has the blame game achieved? Instead, why not ensure that we are terror-proof? Look how no attack has happened in the US after 9/11; why can't we ensure that our cities are safe?" the actor wonders.

Like the rest of the city, he stayed glued to his TV for three days till the nightmare ended on Saturday morning. The actor concludes with, "Mumbai collects the highest income-tax in the country, and yet we don't have NSG or its equivalent to protect us. They have to be called in from Delhi; this despite so many terror attacks on the city. Why can't the government give land in Mumbai, where we can train our own commandos and also arm them adequately? The terrorists come with AK 47s; our cops only have rifles to defend themselves and us."

Wednesday terror attack coincided with his birthday. He rues that he will never be able to associate November 26 with happy memories now.

The actor is not all talk. He is planning a big movement with his friends and film industry folk to ensure that the citizens of the country are protected against terrorism. He is reluctant to talk about it, "I will talk about it when it's all in place," is all he's willing to say at the moment. More power to you, Arjun!

Gov't Source: US warned India before Mumbai attack

By JENNIFER LOVEN

WASHINGTON (AP) — The Bush administration warned India before last week's brutal attacks in Mumbai that terrorists appeared to be plotting a mostly waterborne assault on its financial capital, a senior administration official said Tuesday.

The official would not elaborate on the timing nor details of the U.S. warning to Indian counterparts. The official confirmed, though, that Washington passed on information it had about a possible attacks, speaking on condition of anonymity because of the sensitive nature of intelligence information.

The revelation of U.S. involvement comes as the Indian government faces widespread accusations of security and intelligence failures after the attacks last week. Suspected Muslim militants carried out a three-day assault that killed 172 people and wounded 239 in the heart of Mumbai.

Secretary of State Condoleezza Rice is set to visit India Wednesday, carrying the U.S. demand that Pakistan cooperate fully in the investigation into the attacks and to try to reduce tensions between India and Pakistan, who share a longtime and deadly rivalry.

Amid information that the terrorists trained in camps in Pakistan, India has demanded that Islamabad hand over suspected terrorists believed living there and had said that Pakistan's leaders must take "strong action" action against those responsible.

Among those killed in Mumbai were six Americans, White House press secretary Dana Perino said.

indian intell failure !!! or typical indian smugness !!!

.
Pakistan shouldnt hand anyone over to India. They'll simply be tortured and admit whatever India wants them to. They should be interrogated on Pakistani soil, if India wants to question them.

Pakistani intel should be allowed to question the Mumabi attacker on Indian soil also. Everyone is really interested where he got his good English training from in Faridkot village, and how he alluded detection in the village for so many years more!

.
HUH!! very convenient!

wat about that fu***** colonel of Indian army who was involved in samjhota express bombing??

The investigations are politically motivated police have established nothing yet which is admissible by courts.
