There are many parties based on Muslim religion in Kerala based on vote bank politics. Some of the people Utilities this and do things of their own but labbled under this kind of political party . Either Congress or Left democratic parties can't avoid them while making the equation for elections, be it even for Panchayats . So they just relax the response or action.
