It's difficult to know what will help. For what you say to come to pass you need some real intelligent coordination. The arab spring was not random I'm 100% sure there was some coordination on the ground which helped it get lots of momentum.

However when you look at countries like Burma and North Korea you can see when military is in charge the people can't seem to do much. Pak is heading down this road as soon as the military start killing their own in mass they will become a pariah and become like these countries.
