Buddy - do you even understand what is legal in this case?

1. If Jodhpur / Jaisalmer etc had joined Pakistan it would be legal
2. Kashmir joining India was also legal

The legal basis of the Transfer of Power to the 2 new Dominions - India and Pakistan under the Indian Independence Act of the British Parliament included the right of the ruler to join either Dominion - which is why Pakistan has always had a sound legal case for Junagadh. Why Pakistan did not choose to pursue legal options w.r.t. Junagadh is a question for the Govt. of Pakistan. Maybe it was considered too small or unimportant.

The Maharaja of Kashmir was not obligated to consult his people before joining either Dominion or remaining independent. Other Himalayan kingdoms like Nepal, Bhutan and Sikkim chose to remain independent as well.

In a nutshell, Pakistan may have had an ethical case that a Muslim state which was contiguous with Pakistan should join Pakistan but it certainly had no legal case to force the issue by invading it. Remember, India waited till the 1960s to force the integration of Goa after exhausting all legal options. It did not even take 1 day to do so - but it waited 15 years. Pakistan jumped the gun in the case of Kashmir. In all likelihood Pak would have gotten Kashmir eventually if it did not unilaterally invade a sovereign nation i.e. Kashmir. Also, India during the 1960s talk after India lost the War to China and under pressure from USA offered the Muslim majority areas of Kashmir to Pakistan as a final settlement. Pakistan refused and wanted Buddhist Ladakh as well as Jammu.

Why it did so is anyone's guess.
