Once the rank is changed from a "policeman" to a "police Officer"---things will start to look better---.

I was talking to a Highway Police Officer a few months ago here in california---.

I asked him about his boot camp training when he was taken in as a cadet---. He stated it was the toughest---just like the US marines.

The current 10th grade policemen should be merged into rangers---and a new cadre of recruits should be taken in who had atleast 12th grade or 14th grade of education.

Everyone should start at the bottom---. No more public service commission or direct officer appointment.

Pakistani Police should have gym and other facilities too. Average Pakistani police officer have very unfit posture compared to US counterparts. They should have a strong professional look.

There's no need merge them in rangers, just assign them duties where there role is like security guards

Punjab is very big province. It will take time to change such decades old behaviour of police and need to depoliticize them.
This is Good step by government , This is just a beginning. Still long way to go. Imran khan can do it. Just need to follow KPK police model. Things will get better.

Not possible in Punjab
People of Punjab are submissive, with their heads down they bear every humiliation from their Punjab Police.

People of KPK response equally, so police there is in control and knows it's limit.

Nothing in this world is impossible. Look at Motorway Police. They operate in Punjab. But they are totally different from Punjab police. So everything can be done if the the will is genuine.

It will take him 6 months to see a better picture, it is Pakistan government and bureaucracy you are dealing with, it will be an uphill battle.

Some suggestions.

Start with establishing police academies on the same format as PMA.
Eliminate policemen (sipahi), only have police officers graduated from new police academies.
4 year graduation consisting of courses on criminology, modern investigation techniques, forensics, computer forensics, public dealing, criminal law, and off course rigorous physical training and passing standard

Create specialists in financial crimes, terrorism, hostage negotiations, cyber crimes, etc
Postings of officers from all parts of the country to all parts of the country (not like Sindhis in sind and Punjabis in Punjab), a good mix reduces political bias
Design a standard Police station with basic and advanced facilities and copy the same design in the whole country
Reduce number of police stations, increase officers, vehicles and facilities
Computerise the whole system
Create an independent 24/7 audit/control body (like internal affairs)
Every officer and vehicle to be GPS tracked with cameras etc


It's too much but start it slowly and expand it to the whole country in 5 years. Finance it through heavy financial fines on criminals specially traffic violators (minimum fine Rs. 5,000)

Changing police behavior towards poor is biggest need of hour. I wish new govt can do that.
It would be easy to bring new blood in and teach them rather changing the old criminal donkeys, which were brought in police on political basis. Motorway police was also established on totally new platform and new blood.
