Exactly, India has more arable land (see article below) but still does not manage to produce more because of the reasons you have given. China has managed to mechanise the farm industry by giving hundreds of million once poor farmers a better income in factories making mechanisation in the country side possible. But the infrastructure like irrigation, modern storage and roads to the markets are also part of the success.

China produces a lot but China imports a lot as well, because Chinese are better fed than Indians and want a diverse offer of foods from the whole world. They have not reached the decadence of the rich countries in Europe yet where we import all kinds of stuffs from the whole world (and our productivity in the farm industry is even higher than Chinese one) but they are catching up fast.
