I kinda understand ICJ found themselves with tough situation where they understand that guy is a spy/terrorist but due to western block opposition to death penalty, telling Pakistan to go and hang the sod as per own laws, right in the heart of Europe would have been very difficult pill to swallow. "Reconsideration" at Pakistan own leisure basically mean , "Do as you please".
