Kazakhistan,Uzbekistan,Kyrgyzstan,Turkmenistan are under Russian influence,they would choose Russia over Turkiye.
So,it has nothing to do with what Turkiye wants,their leaders are all ex-Soviets ''dictators''.
Azerbaijan is close to Turkiye,we see each other as brother countries,Bosnia and Albania are under the Turkish umbrella,many investments by Turkiye and seen as big brother.
Turkish Cyprus is another story,its Turkish territory.
So you see,those Turkic countries dont(yet) see themselfs as Turkic as we do.
Maybe in time,it will change when they get ''westernernized''(if ever).
At the begining of the 20th century "sick man" was Turkey as Ottoman Empire, but we saw the bottom and started to climb to the hill again. This century "sick man" is Russia. It still has a much more influence than its actual power. Its GDP is just 2 trilllion dollars although all those oil and gas resources. Anyway Turkey's GDP is over 800 billion dollars with half of the population of Russia and without any oil gas resources. Because of that they cannot upgrade their technologies. For a daily example they were coming to Turkey with Anthonov aircrafts but for two years they are coming with Airbus air crafts. At most points at army tech Turkey passed them. They are going down from the hill,for now it is not so fast but after a point it will be exponential like our history at the beginning of 20th century. We lost in a few years all Syria, Iraq, Libya...where you see a problem now... And i think the history will write the shut downed Mig-29 as a breakpoint in the future.
