Present Govt is managing past Govt debt and future Govt will manage present Govt debt

It’s a vicious cycle and will carry till Pakistan extracts Gold Silver Copper, eggs and chicken can’t pay back all liabilities of over $106 billion

We have depreciated the rupee by 47 percent. Our exports have gone up by a paltry 4.8 percent.

Our GDP growth is down from 5.5 percent to around 3 percent.

Foreign investors bought $1.097 billion worth of T-bills. This is hot money. Comes in fast, goes out fast. This govt not next government will have to deal with it.

Borrowing is good if:
We are building projects like Diamer Bhasha Dam.
Industries. Which boost exports and generate employment.

Borrowing is bad in case of:
Pilferage & Mismanagement
Financing imports of unnecessary items like Cars very high end cellphones etc etc
Retiring debits.

36 percent drop in our current account deficit is not due increase in exports but dramatic reduction in imports including products needed for exports.

As a consequence, around 1.2 million Pakistanis out of job and some 9 million Pakistanis pushed into poverty.

Remember a live economy borrows and grows because it channels everything into growth economics. A dying or a dead economy has dismally low growth rates and is managed by those who lend to it. Their prime interest is safe guarding interests of their masters not the captive borrowers.

What the incumbents are doing and what absconders did is before us to reach our own conclusions.

There is more simple way than all of this and that is also the usual narrative of Pakistani governments/businessmen/political parties - Any sick unit - Privatise it (to existing crocodiles).

Explain how the taxes should be collected? Should the province collect taxes and share certain percentages with Federal government or other way around?

I am asking because in my equation there is no need for provinces. Either go with 31 to 36 Divisions or 131 districts.
If the law is enforced correctly then district government can be empowered people t can do following...

• Collect annual property taxes,
• Vehicle registration, safety inspection & Emission testing of personal and commercial vehicles
• waste management
• Local Business registration
• traffic fines (person can pay online or by machines in district offices, machine can collect fines and provide receipt via email and printed receipt).

District can share certain percentages of this with federal government.

We can have standard laws about Education, Finance/Tax collections, Security,Tourism, Traffic laws and citations, Healthcare, etc which can be implemented in Pakistan.

suppose how one can improve inner city roads ?? just charge minimum fee of 5 rupees tax how ?? build toll plazas in the city on busy roads and make sure traffic wont stop it should move on

We need a custom build system design for Pakistan. IMHO, best option is to go for Division with publicly elected Governor/commissioners and divisional council.

In my opinion, Provinces should be given a title of region, for example, Punjab region, Sindh region, Balochistan region, KPK region and GB region. Each Division within the region should become an administrative unit. This will eliminate the need of provinces and 18 amendments. Decentralize the power down to union council level. From Federal to Divisions, and from there to districts and to union councils. I have already discussed the responsibilities of Divisions and districts in a different thread.
Here are some of the responsibilities of district government.

1. Economic Development:
   • Economic development and community development initiatives, this will assist Federal government.
   • Every small Business must be registered with district and pay the annual registration fees (Standard fix fee).
2. Environmental Control: Solid waste disposal, support Federal government with air and water quality management
3. General Government:
   • Vehicle registration, both personal and commercial.
   • safety inspection & Emission testing of personal and commercial vehicles must be done at district approved locations.
   • Assist in Taxing, budgeting, purchasing, property management, building inspections, district facilities management, planning and zoning.
   • human resources administration, board and commission appointments
   • Assist with election.
4. Health:
   • Assist federal government with various children and family services including Family Planning Association of Pakistan (FPAP), Child adoption, Child protection services, Benazir Income Support Programme (BISP) and poverty elimination programs.
     
   • Also assist with mental health services, health and hospitalization,
   • registration of all medical facilities including clinics and hospitals within district
5. Judicial: Court records archive, title issuance, collecting and disbursing court costs (Clerk of Courts); operations of appeals, common pleas, municipal, juvenile, probate, and domestic relations court.
6. Public Safety:
   • Each district will have it’s own police department which will report to Deputy commissioner of the district. In maters related to district police, DC will report to Commissioner of Division.
   • Rescue 1122 service and District security
   • disaster planning and emergency management (EMA)
   • regional law enforcement information network (CLEAR)
   • criminal and civil attorney, law enforcement, jail operations, court security, crime investigation.

I hope the economy is sustainably fixed and restructured this time. Your armed forces are bright, competent and brave but without a solid economy, they cannot maintain a status quo against India indefinitely. Pakistan needs double-digit growth in the decades to come in order to comfortable defend Pakistan in the future.

I heard that Kabul-Peshawar Motorway construction has started. This is great news as trade with Afghanistan and Central Asian countries can add a couple of percentages to your GDP growth rate.

Borrowing money of kafirs is haram and never helps. Borrowing money to help with your financial difficulties is the most stupidest thing a country can do.
