Only the state has authority to declare war, no individual group can declare war.

That is an excellent question and its sad but true that all groups call themselves the true muslims and all other groups kafris (non-believers). In my opinion, as long as they believe the very basics of Islam (one God and last prophet Muhammad) and follow the Quran, and do all the right things and do no cause harm to anyone else then they are muslims, and Allah will judge their actions in the afterlife.

Islamic terrorist unfortunately is a catch all word to describe all muslims who fight, whatever their cause might be... they got both types of people, those who have a political goal, and those who are fighting for political islam.. the second group is undoubtedly religious and get inspiration from quran and hadith(their words not mine, and I have no reason to disbelieve a person ready to die a painful death)...
it gets murky when the same terror campaign has both types of foot soldiers and leaders...

I dont think one should expect muslims to 'sort it out'... why should a normal muslim be more responsible than a hindu or christian or buddist... this puts muslims on backfoot and they try to solve the problem by defining 'what is muslim'...

The IRA was a terrorist org, no doubt, but it was more politically motivated than religious, religion just gave a clean friend-vs-foe difference... the solution to invite catholic priests to condemn daily attack will not work simply because you got the reason wrong... the mayhem was stopped by a political deal.
