How RAW, India's intelligence agency, fared under 21 spymasters in 48 years
Its glorious era was during the headship of RN Kao.

The Research & Analysis Wing (RAW) is celebrating its 48th raising day today (September 22) at its headquarters and among its staff wherever they are posted.

The legendary RN Kao founded the organisation on this day in 1968. He started the new assignment in bitter wrangling with some of his erstwhile colleagues who were hell-bent on thwarting his effort. But the diktat of then Prime Minister Indira Gandhi prevailed and Kao started a new mission with 250 skeleton staff provided by then honchos of the Intelligence Bureau (IB).

Kao era

Kao started from scratch and within three years, the RAW played a pivotal role in the liberation of Bangladesh, as well as the merger of Sikkim, a territory of more than 7000 sqkm, into sovereign India. No intelligence agency in the world, be it the CIA or MOSSAD, has achievements to parallel Kao's in just seven years of RAW's inception.

This was the glorious era of RAW under Kao. Unfortunately, in 1977 then PM Morarji Desai cut the wings of this agency with the weary assumption that Indira Gandhi misused it against her political opponents during the Emergency in 1975-77.

Staff strength was reduced and many major transborder operations were scuttled. Kao and Sankaran Nair, his next junior, were prematurely sent out of the wing. The mediocre NFSuntook was appointed to a rank lower than Kao's. It was a severe blow to the fast-growing prime intelligence outfit.

Indira Gandhi returned to rule again in 1980 and Kao was appointed as her senior adviser since he had retired from active service. As usual, Kao did not sit idle and got Siachen annexed despite strong Pakistan and Chinese presence on both sides of the glacier.

The LTTE was raised to help the Tamil population in Sri Lanka in self-determination against persecution by the Sinhalese. The National Security Guard (NSG) was raised to combat terrorism, which was a new security concern after such Pakistan-sponsored threat in Punjab.

Kao resigned after the assassination of Indira Gandhi on October 31, 1984, and Rajiv Gandhi started his inning as PM with new blend of advisers. The Indian Peace Keeping Force fiasco and Rajiv's resultant killing by the LTTE cadre were the byproducts of experimental planning.

Other chiefs

So far, the RAW has had 20 chiefs after the departure of Kao. His shadow Sankaran Nair served for three months when he confronted Morarji Desai against stoppage of important operations in adjoining countries.

Four chiefs, namely Suntook, SE Joshi, AK Verma and Ashok Chaturvedi, have died. The eldest among the rest, GC Saxena, who was later the governor of Jammu & Kashmir, is the living patriarch now.

Only two non-police officers, Suntook and Vikram Sood, had the privilege to out-class the strong police lobby of RAW. Suntook, an officer from the Indian Frontier Administrative Service, brainchild of Nehru, was an accidental chief but Sood, a postal service officer, proved to be a good manipulator.

Rana Banerji, the first Indian Administrative Service officer vying for the office, missed by a whisker. MK Narayanan, national security adviser (NSA) of India at the time of the 26/11 attack, appointed PKH Tharakan - an Indian Police Service officer who had previously served in the RAW – in a bid to clean up the organisation after there was a lot of hue and cry when CIA mole Rabinder Singh was whisked away to the US vide Nepal.

It is sheer disappointing that no direct recruit from the RAW Administrative Service (RAS), despite some cracking records, was allowed to head the agency because of domination by the IPS.

AS Dulat and KC Verma were two IB-imported heads of RAW who proved utter disasters. The IC-814 hijacking took place during Dulat's headship, resulting in the release of three dreaded Pakistan terrorists, of which Azhar Masood later masterminded the Parliament attack. He is still a major sponsorer of terror inside India.

KC Verma was appointed by Narayanan in February 2009, after the 26/11 attack, when Manmohan Singh was PM. Later, in a shameless administrative burglary, SK Tripathi succeeded him through his Congress connections.

There were strong apprehensions that a huge amount of money changed hands, which Tripathi got via a $1800-million scam while in-charge of the aviation research centre of RAW. He later joined the BJP and started lobbying for the post of governor, but has not succeed so far.

Modi government

Although Narendra Modi, after becoming Prime Minister in May 2014, did not go after Ahmed Patel-Bhupinder Singh Hooda-appointed then RAW head Alok Joshi, how this dubious man was made the chief of National Technical Research Organisation, carved out of the RAW, is most intriguing.

Rajinder Khanna, current RAW secretary, was selected by current NSA Ajit Doval in January 2015 and he proved his selection a good choice, being a known counter-terrorism expert and honest person.

If we don’t include the killing of 18 soldiers, which is now emerging as negligence from the Indian Army's side, his record in the last 20 months is satisfactory.

No major terrorist activity has taken place beyond the Jammu & Kashmir region. Many self-radicalised jihadis across the country have been neutralised. I have confirmed information that Pathankot and Gurdaspur attack inputs were sent in advance by the RAW to all security agencies but the warnings were never heeded.

Above all, the Indian Ocean has been fully sanitised except for the Maldives. In a nutshell, the current RAW is competent and, after a 48-year tumultuous journey, is on the right track. I assume it would prove a big asset for Modi's government.

News For My fellow Media houses R&AW is not Even a No1 agency in Pakistan front any more

RAW is not a spy agency, but it's a terrorist organization, cross border terrorism, which is spreading in the whole world, including us, using Afghans suicide bombers and terrorism in Pakistan, using Tamil tigers and spread terrorism in Sri Lanka, using many militants and training them and attacking on Bangladesh. RAW font's are limited, it's not a well versatile agency, because this agency can't protect their own country interests, a terrorist agency which is mainly external not internal, can't much protect attacks further on its soil in future, Intelligence failures in 26/11 and Patahankoot, Uri are the recent examples.

You live in Pakistan. Your spy organization is ISI. You have no locus standi to claim that.

What an depressing read.

I can only hope counter terrorism is just a SMALL part of RAW today under Rajinder Khanna. I expect it to be on the offensive rather than defensive.

Its disgusting to see how the CONgress almost destroyed RAW.

 if anything that can be put at credit of RAW that was given by Congress in 71. So why blame Congress

Both Morarji and Gujaral were Ex-CONgressi who became Janata dal.

In any case both of them ruled only for 1 year or slightly more so its hardly time to build or destroy anything.

I was talking about the rest of the time it was allowed to be dominated by career IPS and bureaucrats with political connections disregarding Meritocracy.

 if anything that can be put at credit of RAW that was given by Congress in 71. So why blame Congress

I would credit Indira Gandhi for putting the right man on the job, but not the congress for letting the org. grow weak over the years.

RAW was wiped out during his time.......

No official wipes out intelligence agency of his country unless he is a double agent himself. The fact is RAW had been doing her work in Karachi by exploding small bombs rather bicycle, pushcart bombs.. RAW tried to focus too much Balochistan hence you did not see much success. However, lately RAW has joined hands with TTP and Afghan terrorists against Pakistan and as a result you see huge success for RAW in form of massacre of Hundreds of Innocent Pakistani Children in Peshawar Army Public School attack recently.

Nothing wrong in repeating the official line...... We our self know the capability of RAW as an organisation (one chief was DGP of my state) and it is not as big as you believe them to be.....I do not believe them to be a saint organisation, but TTP is not Raw's Baby...... RAW cannot play that bad a game in an area where worlds most able agencies work with freedom......Now you are free to believe what ever you wan to...... (By the way we used to do the same, every terror attack is done by ISI.... over a period of time we have learnt our lessons and started looking at our internal threat also........

We all know why every bad thing is attributed to RAW....

India do not have manuals which declare any one from enemy country who has more that 10 or 11 years age are enemy of Indian God and he should be killed.

It is not about capabilities but it is about chances and RAW and India surely have got easy chances and easy allies in form of TTP and Afghanistan against Pakistan.

As far as every terror attack and blame game well go read or recall at least i did not do that not even in case of APS though we media circles were digging many facts which also pointed towards India but we still did not

India do not have manuals which declare any one from enemy country who has more that 10 or 11 years age are enemy of Indian God and he should be killed.

Please no emotional rant. Because bombs and bullets are blind. You are doing the same which is done by any country .You are no saints

You guys give too much credit to RAW. No body in India cares much about RAW. Hell most people will not know its chief or what it does

RAW clueless about the elusive officer who has been screwing Pakistan
03, Sep 2010 By Pagal Patrakar

New Delhi. After Pakistan blamed terrorist activities, internal unrest, cultural degeneration, faltering economy, massivefloods, and now match-fixing on the Indian intelligence agencies, RAW has been desperately trying to spot that person or group of officials within their ranks, who have been consistently screwing Pakistan on all possible fronts.

Members of the Pakistani society, establishment, military, and media have been coming up with these accusations against Indian agencies in the past few years, which has now pushed RAW to do some soul-searching.

“Well, if they have maintained this line consistently for so many years now, maybe they are right.” said K C Verma, Director, RAW, as he trawled through heap of files scanning profiles of all the official, secret and alleged members of RAW, who are working round the clock non-stop to destabilize Pakistan and screw its happiness and prosperity.

veena_malik-187x250.jpg

Some in Pakistan believe that Veena Malik, the ex-girlfriend of Pakistani cricketer Mohammad Asif, could also be a secret RAW agent
Mr. Verma had no success even as he went through the files and profiles of hundreds of persons that included secret agents in Pakistan, whose contributions to the intelligence gathering activities were even more secret.

“Look at this guy called Abdul, whom we had sent to spy in Pakistan three years ago. He’s now nicely settled in Karachi and running a profitable business of selling pirated CDs and mobile MMS clips. Yesterday I asked him to send some updates and he sent me a clip titled veena_malik_hot_mujra.mp4! What am I supposed to do with that?” Mr. Verma flashed one of the files with anger and frustration.

With a sigh, Mr. Verma recalled that much of the Indian spy network in Pakistan was destroyed under General Zia’s regime and a covert counterintelligence team directed against Pakistan was aborted on the orders of the then Prime Minister I K Gujral in 1997.

“All that was left in Pakistan was officers like Madhuri Gupta, who were in fact spying for Pakistan!” rued Mr. Verma, adding, “But I’m really keen to know who these guys are, who have been consistently carrying out one operation after another under our name.”

“You know, it’s so much like that movie Kranti, where both Dilip Kumar and Manoj Kumar were screwing the British under the same name.” Mr. Verma thought for a while and didn’t rule out existence of a breakaway faction of RAW in Pakistan, with no official connection with the Indian agencies.

“Yes, non-state actors.” said Mr. Verma.
