Author of this article doesn't seem to have read the Convention on the Legal Status of the Caspian Sea itself.
First and foremost. Caspian sea in the Convention was not designated as regular sea, therefore coastal countries wouldn't apply to the United Nations Convention on the Law of the Sea.
Acc to the the Convention on the Legal Status of the Caspian Sea, "The Caspian Sea" it's "the body of water surrounded by the land territories of the Parties". Therefore, special regulation measures are being taken to the sea and solving issues related to the Caspian Sea falls within the exclusive competence of the Caspian states .
Therefore acc to Convention, territorial waters in the Caspian Sea established in 15 nautical miles and there no exists EEZ. There separate 10 nautical miles-wide fishery zone adjacent to the territorial waters and separate seabed sectors, that must be delimitated only by agreement between States with adjacent and opposite coasts.
