Actually there are UN sanctions and also US sanctions on buying military equipment for Iran. There are some additional sanctions, and are not easy to be removed. So, Iran cannot buy fighters from China. About J-10, it seems to be a decent fighter, but it is not very good either. But, J-20 seems to be a very good fighter.
About qaher-313, it was just a mock-up, and it was not a real fighter. I suggest you to read the below thread, if you are interested to know more about it:

*Local Industry will be made capable to manufacture a 4th generation fighter,With the infra to be later used for indigenous development of another fighter

*Can integrate any sort of weapon including Local iranian Weapons

79 F-14 + 225 F-4 = a total of about 300 heavy fighter.

10 Mirage F1 + 17 Chengdu F-7 + 140 F-5 = a total of about 170 light combat aircraft.

300 Sukhoi Su-30 x 50 = 15000 Million USD
170 JF-17 Thunder x 25 = 4250 USD million

How long would it take for the IRIAF to fix up 20000 Million USD?
It is not even 1% of Iranian budget, it's about politics will, we can fix it quickly.
