I Canada the majority of sikhs support Bhindranwale and during their religious holiday parades they put up big pictures of him.
I have even seen Sikhs wear Tshirts that say "It took a nation of a billion to put us down, and even then....."
So back to my original question. What are the implications of this memorial for the civilians?
Does this make them complicit?
