In percentage terms, if you claim it is less than 0.001% then you cannot say 1% as while doing that comparission you lose the scale that is 0.001% is 1000times smaller than 1%... It is called exaggeration . also i dont feel a need to verify these % from neutral source as Pakistanis are knows to manipulate anything to suit their needs. Your NADRA is not even aware of how many citizens are in Pakistan leave apart the historical figures of IVC.
