No , Iran retaliates, Iran just retaliates at a different time and different way. Look at the just ended Gaza war! Iran made sure Gaza punished ISrael properly, and LONdon's victory parade that had 250K people was the confirmation that this was done. Even if Israel hits civilian ships, that still HITS ISrael, because that affects tax revenue, business prospects, income, ITS LIKE SANCTIONS, so its all warfare, cyber, economic, reputational, media, ground level kinetic, its all war.
