The Sharif of Makkah controlled it but pledged alliance to the Ottoman Sultan in Istanbul. The remaining areas were ruled by local Emirates and Kingdoms such as the Emirate of Jabal Shammar and the Kingdom of Najd and other local rulers who did not pledge alliance to anybody other than themselves. Well the Emirate of Jabal Shammar were on the Ottomans side but not formally part of the Ottoman Empire. Ultimately the House of Saudi defeated them all and united all of what is modern-day Saudi Arabia today which previously was made up by many different emirates, kingdoms, ruling families, tribes, historical/ancient provinces etc. And here we are precisely 81 years later. (happy smiley)
