We are, therefore, of the view that there is sufficient and satisfactory circumstantial evidence to establish that Afzal was a partner in this conspired crime of enormous gravity.

Well most of the terrorists PA captures are ones that surrendered in battle, suicide bomb jacket didnt work, or surrendred themselves to PA in fear

The beheading and killing and stuff is done by miscreant terrorists, that run back to Afghanistan so no way PA can arrest or kill them, without USA help which USA is being biased and only attacking Taliban terrorists and not TTP.
