FIR is applicable only to civil aircrafts and not to military aircrafts


Also FIR responsibility does not give sovereignty to the state that assumes responsibility over the said areas

and Article 3 of the Chicago Convention asserts that military aircrafts are not required to submit their flight plans during their flight in international airspace.
