Govt to invest $500m in tech parks

The government has set a target to develop infrastructure for the ICT sector by investing about $500 million in the next two years to build 28 hi-tech, software and IT parks across the country.

The funds will come from the World Bank, Asian Development Bank, Indian credit and the government's own sources, Zunaid Ahmed Palak, state minister for ICT division, told The Daily Star recently.

“Our aim is to earn $5 billion from this sector by 2021, and to reach the target, we need to develop the infrastructure,” said Palak.

Simultaneously, the government is developing human resources, establishing connectivity and improving related policies, the minister added.

“This will help us foster an ICT-related business environment and speed up the country's digitisation process.” The government's initial target is to earn $1 billion in software exports and outsourcing by 2018.

By 2021, the ICT sector will contribute more than 5 percent to the country's gross domestic product, according to the government's target.

The Bangladesh Hi-Tech Park Authority (BHTPA) has made progress in building the Sheikh Hasina Software Technology Park at Janata Tower in Dhaka at a cost of Tk 248 crore, which will be inaugurated in June.

Space has been allotted to 24 companies on the park premises with only Tk 10 as rent per square feet.

A total of 10,000 IT professionals can work at the park simultaneously, according to BHTPA.

In the last week of April, the government approved the establishment of 12 tech parks in different districts at a cost of Tk 1,796.40 crore, to move closer to a digital economy.

Of the amount, Tk 1,544 crore will come in the form of credit from India and the government will bear the rest of the amount.

The parks will be built in Khulna, Barisal, Rangpur, Natore, Chittagong, Comilla, Cox's Bazar, Mymensingh, Jamalpur, Gopalganj, Dhaka and Sylhet. The government is also halfway through completing the Bangabandhu Hi-Tech City in Gazipur, which will employ nearly 70,000 in the next 10 years.

The BHTPA has started land development for a 'Silicon City' in Rajshahi at an allocation of Tk 300 crore and targets to complete it by next year, said Palak. The infrastructure will lead to the exponential growth of this sector, he added.


Palak said the government is about to build a knowledge-based society by 2021 and at the same time, create jobs for 20 lakh youths in this sector.

Summit Technopolis, a new venture from the Summit Group of Bangladesh, yesterday started construction to build the country's biggest hi-tech park in Gazipur.

The government awarded Summit Technopolis two of the five blocks of the 232-acre Kaliakoir Hi-Tech Park in June last year. The two blocks span over 65 acres and 29 acres of land respectively.

At the ground breaking ceremony yesterday, Officials from the new venture Summit Technopolis said it will develop its blocks with modern multi-tenanted buildings, industrial plots, and research, development and recreational facilities.

EWIS Tech Manufacturing, a joint venture between Sri Lanka's IT firm EWIS and Tech Manufacturing Company of Bangladesh, will set up a modern hi-tech manufacturing facility to produce smart electronic devices. They are the first of many tenants availing of the facility.

State Minister for ICT Zunaid Ahmed Palak inaugurated yesterday's ceremony, while ICT Secretary Shyam Sunder Sikder chaired the event.

Muhammed Aziz Khan, chairman of Summit Group and Hosne Ara Begum, managing director of the Hi-Tech Park Authority representing the govt. were also present.

Summit Technopolis will invest $114.56 million for Block-2 and $93.03 million for Block-5. At the ceremony, Palak said nearly 70,000 youths would get jobs in the next 10 years at the hi-tech park.

“It will be a specialized economic zone and a lifeline of the country's IT sector. A world-class business environment will be created for the local and foreign investors at the park.”

Summit Group is the country's largest power producer, generating over 1,200MW of electricity and operating the country's largest fibre optic network reaching over 30,000km.

Earlier, the government signed another deal with Bangladesh TechnoSity, which started to develop the 40-acre Block-3 from October last year.

Tender evaluation is ongoing for the Block-4 that spans 36 acres. The government has set aside Block-1, which spans 65 acres, for its own use.

Joy had bigger rap sheet (Record of Arrests and Prosecutions) in US than average criminal. Pulak is just errand boy for Joy running around and giving lecture. Some time ago these idiots came to me and some other folks I know about cloud computing and other technology. When it was explained it to them it just went over their head. Now they went to Chinese. China will build the data center because they know but these Joy and Pulak idiot duo have no clue how this can benefit. As usual, awami league will run its mouth just like "digital Bangladesh" and its cheerleaders here shamelessly will bare all for their master.

You should be grateful to them if they gave you the honor to meet you. They represent GOB. And I dont think you have the capability or know how to build a tier 4 data center. Have you ever looked inside a tier 4 datacenter?

$500M isn't a lill ammount . But Awami Govt. how will utilize that , that is the factor. where corruption is aviable. Then u can say $400M will be sustain. at last .
