Russia is ranked 11, above Libya. Britain and China are more terror prone than Israel. The report seems to depend more on absolute numbers than conditions and population of respective countries.

What are you rambling about. Dead is dead regardless of numbers. How do you quantify a dead person?

100 people dying out of 1 billion is not the same as 10 dying out of 10 million, is it? A big incidence in a very big country has a different impact than a relatively smaller incidence in a much smaller country. A terrorist attack in a remote region of a big country has a different impact than a smaller attack on the capital of any country.

For example, 70 people dying in a shopping mall in Nairobi has much more impact on the country than similar number dying in remote regions of India.

The report is not about 'dead is dead'. It is about how terror prone a country is. On that point, I already conceded, but does the report reflect how dangerous it is to venture in the country? No. I can move around safely almost all around the country, bar the declared danger prone areas like jungles of Chattisgarh or North-East, or Kashmir valley - even that is quite for now.

I believe one must understand the difference between a perpetrator of terrorism vs. a victim of terrorism. I don't think the narrative is that India sponsors the various terrorists groups that attack India. The listing is really about countries that are facing mosts deaths due to terrorism.
So what are you inclined to false flagger.
