I see you, but that does not mean I know you as Joe (for example). You are Joe, not John or James, but Joe. Therefore, an identification is unique to individuals. So if I 'see' you from 100km away, that does not mean I know you as an airliner from Alaska Air or a bomber or a fighter from Russia.
Voice identification is not %100. You maybe a military aircraft but verbally say civilian. I cannot take your word for that. That leave physical and visual identification, meaning I must have eyes on you.
Now...What I do when I meet you -- in the air -- is a different issue.
My meeting you in the air would be well outside of territorial airspace. Once we meet, you and I would know who we are. Courtesy expects me to tell you not to enter our airspace. Courtesy expects you to comply. If you do not comply, then there are next options and they are not pleasant.
But US pilots would not fly the reckless way Russian and Chinese pilots do.
Territorial airspace violations cannot assumed to be hostile. Most are completely innocuous and are done by civilians, usually from poor navigation caused by technical issues and/or inadequate flight training. So an armed response -- shooting -- is completely wrong. If an armed response is the first response, there would not be an interception in the first place. The fact that there is an interception means everyone wants to have %100 confirmation of who is flying out there.
