You are not getting the point there. I don't know about percentage but are you saying 5% percent Swedish from Turk origin don't have same constitutional rights in Sweden as those of 0.01 % Frisians ? There is no discrimination between white British or Pakistani/black British as far as laws of countries concern. If white British can criticize government polices then so can British of Pakistani or black origin. If white British can demand something from Government then so can British born Pakistani. Yea white British may dislike African/Asian and ask them to leave the country for criticizing something but they don't have any authority to do so because they are all equal in front of constitution

Language mean nothing. Pakistan official language is English but not even one percent population speak English fluently and according to Wikipedia only 8 percent Pakistani speak Urdu as their first language and Urdu is national/official language of Pakistan. We have 44 percent people speak Punjabi which is not official but regional language. Many government in Europe/Canada make documentation available in unofficial languages. I dont know about others but in UK you get facility of interpreter if you don't understand or speak English but this language discussion is irrelevant as far as constitutional rights of citizens concern.
