That money went into buying politicians, bureaucrats, judges etc.

Quite pragmatic if you think about it - the Army leadership has a plentiful supply of soldiers it can send into death traps and then use their sacrifices, martyrdom and the anguish and tears of their families for PR to bolster their own power as heads of the Army.

Influence over the media, politicians, judges and bureaucrats, however, has to be bought with cold hard cash.

I used not to believe that while @Areesh was yelling from all his lungs.. but as IK said that they don't bother corruption, so perhaps they didn't bother arming our jawans.. it is not being resourceful but negligence. I pray it was not a strategic trade-off, for sympathy, as that wd be pure evil.
