Finally, Indian Govt Clears $2.4-bil Mirage Upgrade Deal

$2.4-billion for deal

- night vision glass cockpit (with two lateral displays and an advanced head-down display), advanced navigational systems, advanced Identify Friend or Foe (IFF) system, advanced multi-mode multi-layered radar, fully integrated electronic warfare suite and advanced beyond visual range (BVR) capability
- replacing the avionics with two mission computers
- doppler radar that can look down to detect targets through clutter out to 70 nautical miles
- digital video recorder, data transfer system, and simulation systems

Total => $3.4 billion

3.4 billion? could have been 4-5 squadrons of super hornets right there boeing would have even given TOT GOI really has backwards policies on defense issues

Something tells me it wont.
Below logic -
1. We buy Russian planes, Upgrade them by Russian, By even more of that..e.g., Su30MKI.
2.We baught Mirage, Upgrade the Mirage by French, coz we feel its a potent fighter, and possibly buy more of them!!....e.g., Rafale..just go by the Su30KMI logic.

I am not even a percent convinced that MRCA has taken the Euro tangent.

Exactly, this upgrade deal would even increase the chances of Rafale, because of the common logistics, maintenance and weapon package, although I would have prefered new Rafales instead of the upgrade as well.
People seems to forget that UK got additional BAE Hawk trainer, M777 howitzers also made by BAE, british companies will now assist on development of IAC 2...
Italy - assistance in IAC1, tankers
Germany - assistance on Dhruv/Arjun/LCA/DRDO AWACS/ U209 sub upgrade, possible U214 deal, A330 MRTT and EC Fennec won their competitions
Spain - EADS CASA is offering the C295 ot BSF and IN in transport and MPA roles
Sweden - Saab is offering an MPA aircraft as well, not to mention than they would benefit if IA chooses the BAE howitzers, formally Bofors

It's not like they aren't already getting a pice of the Indian market. :pop:

The USN pays more than $55 millions FLYAWAY cost for each F 18SH + the costs for training, spares, logistics, maintenance, weapons, development costs... and you easily are beyond $100 millions, especially at such low numbers. Australia, the only export customer of Super Hornet paid a systemcost of around $190 million for each of the 24 x Super Hornets => around $4.7 billions total cost in 2007, at todays exchange rates it would be even higher.
So much for comparing just the unit costs, while ignoring all the additional costs that comes when you procure a new type of fighter!

We have MKIs to deliver..no big deal
Very huge rcs , it is mainly for airsuperiority and strike.
If you want to deliver a nuke, u should not engage in air to air fight to prove air superiority. You need to apply tactics like no after burners, flying at minimum altitude that helps aircraft escape from missiles and radars.

Because it's an upgrade and the maintenance and logistics, spares, or training already exsist and don't have to be build completelly from the scratch again. The $3.4 billions lilaspr stated is including missiles, although AFAIK the missile deal is only between $500 and 700 millions, but we will see it when official figures will be available and not only all these media speculations.

Government okays $2.4 bn Mirage-2000 upgrade
NEW DELHI: The government on Wednesday cleared a $2.4 billion deal with France for upgrading India's Mirage-2000 combat planes, informed sources said.

The deal was cleared at a meeting of the Cabinet Committee on Security (CCS) chaired by Prime Minister Manmohan Singh , the sources said.

The move comes even as India's defence ministry and the Indian Air Force top brass is split over the high cost of upgrading the IAF's 52 Mirage-2000 aircraft and the likely benefits to the country's future air power needs.

Taking into account $1 billion for new weapons and another $500 million for new facilities at Bangalore-based Hindustan Aeronautics Limited (HAL) for the upgrade, the cost could rise to close to $4 billion, defence ministry officials said.



The cost of the upgrade may work out to $7.9 million per aircraft, which, the opponents of the deal contend, is the same as that of a new fighter jets that India is buying under the $10.4 billion medium multi-role combat aircraft (MMRCA) tender.

Those supporting the deal argue that once upgraded, the aircraft will be as potent as a new combat plane.

Among the upgrades planned for Mirage-2000 are a night vision goggle-compatible glass cockpit, advanced navigational systems, advanced Identification Friend or Foe (IFF) system, advanced multi-mode multi-layered radar, fully integrated electronic warfare suite and advanced beyond visual range (BVR) capability.

The new weapons include 450 MICA interception and aerial combat missiles. French firms Thales and MBDA will be the weapons systems integrator and missiles supplier respectively.

Two of the planes will be upgraded in France by manufacturer Dassault Aviation, two in India with French help and the remaining 48 entirely by the HAL. The upgrade of the entire fleet will take nine years.

The IAF inducted the Mirage-2000 between 1982 and 1986.

Two different proposals, one for the upgrade of systems of the aircraft and the other for over 400 MICA missiles for the upgraded fleet, were placed before the CCS.

Under the deal, the French firms will help in upgarding the avionics, navigation systems, mission computers, electronic warfare systems and radars bringing the aircraft to the Mirage-2000-5 standards.

The French companies will have to invest over $900 million into the Indian defence sector as defence offsets.

As per the Indian defence offsets policy, foreign vendors bagging deals worth over Rs300 crore have to invest at least 30% of the worth of the deal back into the Indian defence, civilian aerospace and homeland security sectors.
