F-22's combat radius is only 800 km. F-22's AMRAAM only has range about 100 km. There's nothing in the world that can defend against a Kh-101 saturation attack. No airbase can survive. Tu-160 can bomb any airbase from just about anywhere in Russia under full S-400 and Su-35 protection backed up by A-50 AWAC. Entered service in 2012.
