The Eagle's air superiority is achieved through a mixture of unprecedented manoeuvrability and acceleration, range, weapons and avionics. It can penetrate enemy defence and outperform and outfight any current or projected enemy aircraft. The F-15 has electronic systems and weaponry to detect, acquire, track and attack enemy aircraft while operating in friendly or enemy-controlled airspace. Its weapons and flight control systems are designed so one person can safely and effectively perform air-to-air combat.

The F-15's superior manoeuvrability and acceleration are achieved through high engine thrust-to-weight ratio and low wing loading. Low wing-loading (the ratio of aircraft weight to its wing area) is a vital factor in manoeuvrability and, combined with the high thrust-to-weight ratio, enables the aircraft to turn tightly without losing airspeed.

A multi mission avionics system sets the F-15 apart from other fighter aircraft. It includes a head-up display, advanced radar, inertial navigation system, flight instruments, UHF communications, tactical navigation system and instrument landing system. It also has an internally mounted, tactical electronic-warfare system, "identification friend or foe" system, electronic countermeasures set and a central digital computer.

The problem with F-15 is it's not maneuverable, lacking LERX. Su-27 is as maneuverable as F-16.
Here is USSR air force comparison of Su-27, F-15 and F-16 maneuverability:

Bottom line: Su-27 and F-15 are about equal. Su-27 is much superior to F-16.

F-15's are too large and expensive to operate
 
Attaining the F15 platform would be acceptable upgrade for Mirage platform if we can get them in numbers from Saudia

Wikipedia is listing Saudis with 318 F15 (Is that a true figure did not knew they had that many F15 in their inventory), fairly large number

I think it would be more doable if Saudia Arabia & Pakistan finally have a publicly acknowledged mutual defence pact.
