Because there are Pushtun families that live on both sides of the border Pushtun were easily recruited by Pakistan in the mid-1970s for intel & covert action purposes in Afghanistan. Once the Soviets invaded these Pushtun formed the natural core of the U.S./Saudi-supported and Pakistan-directed resistance to the Soviet occupation.

It wasn't only Pashtuns - it was from all over Pakistan. But Pashtuns did make up a majority, there had to be someone that would kick the USSR out of Afghanistan.

Majority of those people were not actually from Pakistan , but its self from Afghanistan and Central Asian & previous USSR People
Pakistan Army was providing Logistics , Local People were providing shelter , Medics , moral and bit of personal support

Media War Created by CIA presented this as holy war against EVIL SOVIETS
so it was a collective affect not some EVIL PLAN of Pakistani ARMY AGAINST PASTHUN PEOPLE

This is the only majority of young Pakistani population dont work, and middle class currently cant coup with the higher expenses
Pakistan needs to guide its Youth , one area which can help alot is
Need to limit Private Schools in Area and Instead Support Public Schools and allow Specific numbers of Private Schools and Set limit of Fees they can charge
Each School must have Library , Gymnasium , Sports Ground , Infirmary Provide Sports & other scholarships
So people who are good in sports can excel as well
Local to City level more sports Academies which Provide support to young athletes which organise match with other cities and so on,
Not just about Cricket but include , Hockey , football , Marital arts ,Swimming , Cricket , Boxing
it will create tons of jobs as well .
With Proper oversight Young Children can be guided from young age with little support it will do wonders for country and Build and Provide infrastructure and Guidance at earliest level it will work Wonders for Pakistan

Thanks but it was mostly a sarcastic question. I still think Pakistan should have stayed clear of conflict in Afghanistan.

World can learn a lot from Pakistan's anti-terrorist operations and success. No other Nation in recent time has eliminated terrorism on the mass scale as Pakistan has. Pakistan should package it and sell it, like IT consultancy, the world would want to learn the science and art of de-terrorising the world from Pakistan's experiences.
