But, what Azerbaijan needs, is a serious investment in higher education. Azerbaijan needs to expand 1-2 of its universities and invite professors from USA, EU to come to Azerbaijan. Also, needs to admit international students, including the students from Southern Azerbaijan who are extremely talented, and thousands of them are going to USA, Canada, and EU. Azerbaijan can use this opportunity. In this way, after 10 years, Azerbaijan would have no shortage in expert medical doctors, scientists and engineers. Also, a shift to use english language is required as well. I have multiple times seen the website and papers of academy of science of Azerbaijan, and I have noticed that papers are usually available in Azerbaijani and Russian languages, instead of Azerbaijani, and English languages. I have also talked with Azerbaijani students in USA, and what I have noticed is that they are all smart and hardworking students, but their main weakness is their poor english speaking abilities. I have noticed that Azerbaijan hosts multiple international scientific conferences and forums. They usually cooperate with International participants in accommodating free hotels, and foods and sometimes even free tickets for them. It is a really good start, but it is not enough.
